32-1 - Purpose.¶
To provide for orderly development and eliminate duplication and uncertainty, a definite system of finding dwellings and business locations rapidly and with certainty is needed in the interest of the public health, welfare and safety for the unincorporated areas of the County of Butte. It is necessary to enable emergency vehicles to respond quickly to calls, expedite postal and other delivery services, eliminate confusion and error and locate business places and residences for customers and friends without difficulty and loss of time.

32-2 - Designation of administrator.¶
(a) The system shall be continued, enforced, operated and maintained within the unincorporated areas of the County of Butte by the director of development services, or his authorized deputy referred to in this chapter as the address coordinator, and property numbers assigned within such areas shall be in accordance with the system. It shall be the duty of the address coordinator to notify all persons of the road name and number assigned to each location, the requirements of this chapter that the numbers be installed and maintained, and to determine whether the same are installed in such a manner as to be visible from the street in front of each location or from the roadway or driveway leading to buildings removed a substantial distance from the public street or road which the subject site abuts.
(b) Each addressing area, as defined in section 32-3, will have an addressing committee. Each committee will have five (5) members who reside in the area they represent. The largest city or MAC in each addressing area will have a representative on the committee who will be its address area coordinator. The coordinator, along with a representative from a law enforcement agency, fire agency, ambulance agency and the post office, will comprise the five (5) members of the area committees. These committees will study the existing road names and problems with addresses in their areas and recommend necessary changes to be made to clarify existing duplicate and sound-alike road names, and existing addresses that are in error to achieve a coherent and organized system, and will make all recommendations to the county address coordinator.
(c) The address coordinator shall make sure that all new road names avoid duplication and do not sound like existing road names in Butte County.
(d) The address coordinator shall issue to any building owner or occupant in an unincorporated area of Butte County upon request and without charge, a number or numbers in accordance with this chapter.
(e) The address coordinator shall be responsible for maintaining the numbering and road naming system and shall keep a record of all numbers and names assigned under this chapter. Said records shall be open for inspection by the public during regular business hours.
(f) The address coordinator will coordinate all naming or renaming and addressing with the incorporated cities in Butte County to achieve a coherent and organized system of addressing for the whole of Butte County.

32-3 - Address areas.¶
A map identified by the Title of "Butte County Address Area Map," approved by the board of supervisors this eighteenth day of October, 1977, and filed in the office of the address coordinator and the county clerk will show the boundaries of the four (4) address areas. Addressing maps showing the systems and addresses will be filed in the office of the address coordinator.

32-4 - Street naming procedure.¶
(a) Street names shall be required of every access that serves at least three (3) dwellings and/or business establishments or combination thereof, except in mobile home parks, condominiums, shopping centers and apartment-type developments. In these cases, street names will not be permitted.
(b) Mobile home parks, condominiums, excepting condominium subdivisions, shopping centers and apartment-type developments that have existing road or street names will, within sixty (60) days of the notice given by the address coordinator showing the address and space or apartment numbers, take down existing road or street name signs and erect the signs in accordance with the provisions of section 32-8, subsection (c)(5) of this chapter.
(c) All streets or roads shall be known by the same name for the entire length, except that the name may change when the street or road crosses a base line.
(d) The County of Butte shall have the right to name or rename all private roads, access or easements and county roads in the unincorporated areas of Butte County.
(e) All road names will be reviewed by the address coordinator before being submitted to the board of supervisors.
(f) When naming or renaming any road, access or easement, the address coordinator will contact one person living on said road, access or easement to circulate a petition for selecting a name or new name. If within thirty (30) days a new name has not been submitted to the address coordinator, the County of Butte will have the right to select a name or new name for said road, access or easement.
(g) Any new county road may be officially named upon petition to the address coordinator in the form of a map showing the location and alignment of the road to be named and five (5) proposed names. These names will be studied to assure they do not duplicate or sound like any existing road names in the county. If one of these road names does not conflict with any existing road names, this name will be recommended to the board of supervisors in the form of a resolution of intention. Upon approval by the board of supervisors, thereafter such road shall be officially known by the name so designated.

32-5 - Petition required to name private road.¶
A private road may be officially named upon petition to the address coordinator in the form of a map showing the location, alignment, five (5) proposed road names and signatures of sixty (60) percent of the property owners whose property is serviced by the private road proposed to be affected.
These names will be studied to assure they do not duplicate or sound like any existing road names in the county. If one of these road names does not conflict with any existing road names, this name will be recommended to the board of supervisors in the form of a resolution of intention. Upon approval by the board of supervisors, thereafter such road shall be officially known by the name so designated.

32-6 - Petition required to change road name; hearing.¶
Any road name in the county may officially be changed upon petition to the address coordinator stating the existing road name, five (5) proposed names and signatures of sixty (60) percent of the property owners whose property is serviced by such road. These names will be studied to assure they do not duplicate or sound like any existing road names in the county. If one of these road names does not conflict with any existing road names, this will be submitted to the board of supervisors in the form of a resolution of intention. The resolution of intention shall be set for public hearing and notice of such hearing shall be given by posting notice in at least three (3) places along the road or roads proposed to be affected, such posting to be complete at least ten (10) days before the day set for the hearing. At the time set for the hearing or at any time to which the hearing may be continued, the board shall hear and consider proposals to change the name of such road and upon adoption of the change thereof, shall make a resolution officially designating the name for said road; thereafter, such road shall be known by the name so designated.

32-7 - Erection and maintenance of street name signs.¶
Street name signs for existing county roads will be erected and maintained by the department of public works.
Street name signs for new county roads established by subdivisions and site improvements. The person doing the subdivision or improvements will supply and erect all road signs to Butte County standards. The Butte County Department of Public Works will maintain the signs.

32-8 - Addressing procedure.¶
(a) All addresses will be assigned or reassigned in accord with the appropriate area and in normal sequence to its respective block.
(b) Prior to the issuance of any address number, the principal access to the property shall bear a name in accordance with the provisions of this chapter.
(c) Mobile home parks, condominium complexes, excepting condominium shopping centers, or apartment-type developments will be addressed as follows:
(1) The owner or developer of this type of development will supply the address coordinator with three (3) copies of a small map showing all of the dwelling units and interior streets to allow numbers to be assigned. (Recommended scale of this small map is 1″ = 200′). A copy will then be sent to each emergency agency and post office for their use.
(2) Street names will not be permitted unless specifically authorized by the director of development services; provided, however, the director of development services may approve the naming of streets in a mobile home park at any time after approval of said park upon written application to said board by the owner of the mobile home park. An appeal may be made from the determination of the director of development services by the owner to the board of supervisors.
(3) Where street names are chosen within mobile home parks and condominium complexes, street signs shall be erected by the owners or developers. Addresses will be assigned to the street name which the dwelling unit fronts, by the address coordinator. These numbers shall be displayed in such a manner as to be visible from the street the dwelling unit fronts. The minimum height of numbers to be used shall be three (3) inches and of a contrasting color from the basic background color.
(4) Where street names are not chosen within mobile home parks, the main entrance will be numbered off the road from which it enters. The interior streets will be assigned a letter for purposes of locating dwelling units. There will be numbers assigned to each dwelling unit with the assigned street letter following. At all intersections in this type of development there shall be a sign showing the dwelling unit number range ahead. (Example: If dwelling unit 22 is on the street assigned the letter "B," the number would be 22-B.) The main entrance of the mobile home park and each dwelling unit will have its number displayed in such a manner as to be visible from the street it fronts. The minimum height of numbers to be used shall be three (3) inches and of a contrasting color from basic background color.
(5) All mobile home parks shall display a lighted map large enough to be legible from a vehicle at all entrances to said park, showing all dwelling units with their respective numbers and street names or letters.

32-9 - Display of numbers.¶
The address coordinator shall give notice to the occupants or owners of buildings which are assigned or reassigned numbers under this system, which notice shall contain the new number or number reassigned to a particular building, and the date on which the new number shall be effective. Within sixty (60) days of such effective date of notice of number assigned or reassigned, the occupant(s) or owner(s) of the buildings shall cause the number to be displayed upon the building or land in such a manner as to be visible from the street or road upon which the land or building fronts, and shall remove or obscure from public view any old or previous number not in accordance with the system. The minimum height of numbers to be used shall be three (3) inches and contrasting color from basic background.

32-10 - Penalties.¶
Penalties for the violation of the provisions of this chapter will be as prescribed in section 1-7 of this Code.
