8.34.010 - Definitions.¶
As used in this chapter:
A. "City" means city of Blythe.
B. "Mobile source air pollution reduction program or project" means any program or project which it determines will be consistent with the intent to reduce mobile source emissions as required by Air Quality Management Plan and the Clean Air Act of 1988.

8.34.020 - South Coast Air Quality Management District (SCAQMD)—Imposition of the vehicle registration fees.¶
The city declares its support of the South Coast Air Quality Management District's imposition of the vehicle registration fee as required by Section 44243 of the Health and Safety Code in order to receive its pro rate share of fee revenues for the purpose of implementing programs to reduce air pollution from motor vehicles.

8.34.030 - Special trust fund.¶
A special trust fund entitled "mobile source reduction fees" shall be established. All revenues received shall be deposited to the special trust fund and funds shall be expended exclusively for mobile source emission reduction programs or projects implemented by the city in its effort to reduce air pollution from motor vehicles which it determines will be consistent with the California Clean Act of 1988 or the plan proposed pursuant to Article 5 (commencing with Section 40460) of Chapter 5.5 of Part 3 of the California Health and Safety Code. Said funds will be subject to audit each two years by an auditor selected by SCAQMD.

8.34.040 - Separation from SCAQMD—Conditions.¶
Should the city be separated from the SCAQMD, the council hereby declares its intent to continue to receive fees from any similar air quality management district for the purposes stated in the ordinance codified in this chapter or this chapter shall become null and void.

8.34.050 - Severability.¶
Should any sentence, section clause, part or provision of this chapter be declared by a court of competent jurisdiction to be invalid, the same shall not affect the validity of the chapter as a whole, or any part thereof, other than the part declared to be invalid.
