2.44.010 Finance Department.

A Finance Department is created which shall be under the direction of the Director of Finance. 2.44.020 Finance Department--Composition and organization.

The Director of Finance, subject to the approval of the City Manager, shall organize and maintain such divisions in the department as the operation may in their judgment require. 2.44.030 Director of Finance--Control and supervisory authority.

The Director of Finance shall be responsible for the general supervision and control of all divisions of the department and for the performance of the functions herein assigned to the department. (Ord. 5434-NS § 2 (part), 1982; Ord. 3069-NS § 3.03, 1949)

2.44.040 Finance Department--Functions.

A. The Finance Department shall perform the following functions on behalf of the City:

  1. The administration and collection of taxes and licenses and the administration of ordinances and state laws applicable thereto.

  2. The receipt and safekeeping of all City money.

  3. The acquisition, management, and disposal of real property.

  4. Fiscal and property accounting.

  5. Records management.

  6. Financial estimating.

  7. Financial planning.

  8. Billing and collecting.

  9. The performance of such other functions as may be assigned by the City Manager or prescribed by the Council or by applicable state laws. 2.44.050 Power to administer oaths and affirmations.

All of the members of the Finance Department shall have power to administer all oaths and affirmations that may be necessary in the performance of their duties. (Ord. 5434-NS § 2 (part), 1982; Ord. 3686-NS (part), 1959; Ord. 3069-NS § 3.07, 1949)

2.44.060 Director of Finance--Assessor, collector and treasurer powers and duties.

The Director of Finance shall be ex officio assessor, collector and treasurer. The Director of Finance, as assessor, shall perform such duties as are prescribed by the Charter and ordinances of the City and the laws of the state for an assessor in a City where the assessment of real and personal property is being performed for the City by the county; as collector, shall be responsible for the collection of all taxes and licenses levied by the City and shall keep appropriate records showing all moneys collected and accounts, which records shall be properly indexed and shall be open at all times to public inspection; as treasurer, the Director of Finance shall receive and safely keep all revenues in accordance with the Charter and ordinances of the City and the laws of the state and shall make such statements showing receipts and disbursements as may be required by the Auditor. 2.44.070 Assistant Director or Acting Director of Finance authorized to act when.

In case of the absence or disability of the Director of Finance, the Assistant Director of Finance shall perform the duties and exercise the powers of the Director of Finance. In case of the absence or disability of both the Director of Finance and the Assistant Director of Finance, the Deputy City Manager shall appoint an employee as Acting Director of Finance who shall perform the duties and exercise the powers of the Director of Finance.
