§ 2.24.010. Office established.

There is created and established the office of personnel officer. The office of personnel officer may be combined with any other office or position not inconsistent therewith. The chief administrative officer shall serve without additional compensation as the personnel officer unless the city council, by motion, otherwise directs.

§ 2.24.020. Duties.

The personnel officer shall be the head of the personnel department, and shall:

A. Be responsible for the administration of the provisions of this chapter and of the rules; and

B. Prepare and recommend to the council revisions and amendments to the rules; and

C. Be the custodian of all personnel records; and

D. Prepare a position classification plan, including class specifications, and from time to time, necessary revisions of the plan. The plan, and any revisions thereof, shall become effective only upon approval thereof, by the city council; and

E. Prepare a plan of compensation, and revisions thereof, covering all classifications in the city's service. The plan, and any revisions thereof, shall not become effective until its approval by the city council; and

F. Perform such other duties as may be required of him or her by the city council.

§ 2.24.030. Appointment and removal.

The personnel officer shall be appointed by, and serve at the pleasure of, the city council, and may be removed, at any time, upon an affirmative vote of not less than three members of the city council.
