§ 2.32.010. Appointment of members.¶
Members of each city commission shall be appointed, by resolution of the city council, carried by the affirmative votes of not less than three members of the city council.

§ 2.32.020. Removal of members.¶
Each member of a city commission shall serve at the pleasure of the city council. Any member of any city commission may be removed from such office, with or without cause, at any time, by the city council. No such removal shall be effective unless carried by the affirmative votes of not less than three members of the council.

§ 2.32.030. Absence of members.¶
A. Any member of any commission who is absent, without cause, from three successive regular meetings of such commission shall be deemed to have, automatically, vacated his or her office.
B. An absence due to illness or an unavoidable absence from the city shall be deemed an absence for cause, provided that notice thereof is given to the secretary of the commission by such member, on or before the day of any regular meeting of the commission.

§ 2.32.040. Vacancies.¶
Whenever a vacancy occurs on any city commission, such vacancy shall be filled in the manner set forth in Section 2.32.010 of this chapter. Where a vacancy occurs leaving an unexpired term, the subsequent appointment shall be made for the balance of such unexpired term.

§ 2.32.050. Qualification of successor.¶
Except the removal of a commission member as provided in Section 2.32.020 of this chapter, or vacancy due to absence as provided in Section 2.32.030 of this chapter, notwithstanding the expiration of the term of a commission member, such member shall continue to serve as such, until his or her successor is appointed and qualified.

§ 2.32.060. Compensation of members.¶
Each member of a commission shall be entitled to such compensation and expense reimbursement as may be set by the city council from time to time.

§ 2.32.070. Meetings.¶
Each commission shall establish the time and place of its regular meetings. All such meetings shall be conducted in accordance with the Ralph M. Brown Act.

§ 2.32.080. Organization.¶
Each city commission shall elect one of its members as chair and one of its members as vice-chair, each of whom shall serve for a term of one year. Each commission shall adopt rules for the transaction of its business and shall keep a record of its proceedings, which shall be open for inspection by any member of the public.

§ 2.32.090. Secretary.¶
The chief administrative officer or his or her designee shall be the ex officio secretary of each city commission. The chief administrative officer shall provide appropriate secretarial assistance for each commission, and shall provide for the maintenance of all permanent records of each such commission.

§ 2.32.100. Duties.¶
The duties of each commission shall be as set forth in this code or applicable law; in addition, the city council may assign other lawful duties to any such commission.
