Sec. 78-436. - Establishment.¶
The city council shall by resolution fix and establish the rates to be charged by the water department for the supply and sale of water and all other deposits and charges in connection therewith, and the rates so filed shall govern and be followed and enforced.

Sec. 78-437. - Adoption of rules and regulations.¶
The city council shall by resolution adopt rules and regulations governing the operation of and service provided by the light and water department, and such rules and regulations shall be followed and observed and shall govern and regulate the matters therein set forth to the extent that the regulations shall not be in violation or in conflict with any applicable law or ordinance. Any violation of such rules and regulations shall constitute a violation of this Code.
