Sec. 78-36. - Rates.¶
The city council shall by resolution fix and establish the rates to be charged by the light and power department for the sale of electric energy and all other deposits and charges in connection therewith.

Sec. 78-37. - Adoption of rules and regulations.¶
The city council shall by resolution adopt rules and regulations governing the operation of and service provided by the light and power department, and such rules and regulations shall be followed and observed and shall govern and regulate the matters therein set forth to the extent that they shall not be in violation of or in conflict with any applicable law or ordinance.

Sec. 78-38. - Amendments.¶
Under this article, rates and charges and rules and regulations may be amended from time to time by resolution of the city council.

Sec. 78-39. - Public records.¶
Rates and charges and rules and regulations under this article shall be public records and shall be open to public inspection at all times when the public offices of the city are open for business.
