Sec. 18-86. - Definitions.¶
The following words, terms and phrases, when used in this division, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Public billiard room means any place open to the public where billiards, bagatelle or pool is played or in which any billiard, bagatelle or pool table is kept and persons are permitted to play or do play thereon, whether any compensation or reward is charged for the use of such table or not. However, a public billiard room shall not include any place operated and maintained on the same premises with and strictly incidental to another lawful principal use of the premises and operated and maintained only during the hours such principal use is open to the public.

Sec. 18-87. - License fees.¶
Every person engaged in the business of operating any public billiard room or public pool hall within the city shall pay an annual license tax in accordance with section 18-691.

Sec. 18-88. - Closing hours; exceptions.¶
(a) No owner, manager or proprietor or other person having charge of any public billiard room shall keep it open or allow or permit it to be kept open or allow or permit any game to be played therein from 11:00 p.m. Saturday of each week until 6:00 a.m. of the following Monday and from 2:00 a.m. until 6:00 a.m. of any other day or allow or permit any person, except such owner, manager, proprietor or person in charge thereof or the servants regularly employed in and about the billiard room, to be or remain therein between such hours.
(b) This section shall not apply to any public billiard room operated and maintained as a family style billiard parlor having carpeted floors and a brightly lighted interior completely visible from the outside of the premises through large and adequate windows.
