10.32.010 - Prohibited in specified places.¶
No person shall park or leave standing any vehicle in front of any entrance to any garage, or in front of any driveway, or upon that portion of any public street or place in the city where the city council or some person or agency, pursuant to the direction of the city council, erects or causes to be erected a sign or causes to be painted in red a portion of the curb line.

10.32.020 - Prohibited at certain times.¶
No person shall park or leave standing any vehicle upon that portion of a public street or place where the city council or some person or agency pursuant to the direction of the city council erects or causes to be erected appropriate signs. Such signs shall clearly specify between what hours and for what period of time it is unlawful to stand or park vehicles.

10.32.030 - Authorization for existing signs.¶
All existing signs now placed within the city shall be deemed to have been placed there by the city pursuant to the authority given in Sections 10.32.010 and 10.32.020.

10.32.040 - Parallel parking required.¶
No person shall stand or park a vehicle in a roadway or street other than parallel with the edge of the roadway headed in the direction of traffic and with the right-hand wheels of the vehicle within eighteen inches of the curb line or edge of the roadway, unless marked or posted otherwise.

10.32.050 - Ignition key removal.¶
No person shall park a vehicle without removing the ignition key.

10.32.060 - Motorcycles.¶
No person shall park a motorcycle between the curb and sidewalk.

10.32.070 - Bus loading zone.¶
No person shall stop, stand or park and leave standing, any vehicle in a bus loading zone, except for buses. The curb of such loading zone shall be painted red.

10.32.080 - Passenger loading zone.¶
No person shall park in a passenger loading zone for more than three minutes.

10.32.090 - Loading zone.¶
No person shall park in a loading zone to unload materials for more than twenty minutes between the hours of seven a.m. and six p.m. except on Sundays and holidays. No person shall park in a loading zone to unload passengers for more than three minutes between the hours of seven a.m. and six p.m. except on Sundays and holidays.

10.32.100 - Alley restrictions.¶
No person shall stop, stand or park a vehicle in any alley within the city for any purpose other than loading or unloading passengers or materials. Stopping, standing or parking for loading or unloading passengers shall be limited to three minutes and for materials shall be limited to twenty minutes.

10.32.110 - Unobstructed highway requirement—Business and residential districts.¶
No person shall park in a business or residential district unless eight feet of highway opposite the vehicle is left clear and unobstructed.

10.32.120 - Unobstructed highway requirement—Disabled vehicles.¶
No person shall leave a vehicle standing, other than one temporarily disabled as set forth in Section 10.32.260, on any portion of a public highway unless a clear and unobstructed width of not less than twenty feet is left for other vehicles and unless such vehicle is disabled and it is impracticable to move the vehicle.

10.32.130 - Prohibitions.¶
Parking prohibitions are as follows:
A. No person shall park within one hundred feet of an intersection if marked.
B. No person shall park along the curb within fifty feet of either end of a safety zone.
C. No person shall park within fifty feet of the entrance to the sheriff's station or fire station if marked.
D. No person shall park in front of the City Hall if marked.
E. No person shall park within one hundred feet of the entrance to school property.

10.32.140 - Between three a.m. and five a.m.¶
No person shall park or leave standing any vehicle for a period longer than thirty minutes between the hours of three a.m. and five a.m. of any day on any street, alley or public place.

10.32.150 - Parking for more than one hundred twenty hours—Prohibited.¶
No person shall park any vehicle upon any street or highway for more than a period of one hundred twenty consecutive hours.

10.32.160 - Parking for more than one hundred twenty hours—Removal of vehicle.¶
In the event any vehicle is parked upon a street or highway in excess of a period of one hundred twenty consecutive hours, the sheriff shall remove such vehicle in the manner and subject to the requirements of the Vehicle Code.

10.32.170 - Moving of vehicles interfering with road work.¶
The sheriff or State Highway Patrol may move a vehicle less than five hundred feet if it interferes with road construction or repair if a sign has been posted.

10.32.180 - Obstructing private property—Prohibited.¶
No person shall park or leave standing any vehicle in a private driveway or on private property without the actual or implied consent of the owner or person in lawful possession of such driveway or property.

10.32.190 - Obstructing private property—Impoundment—Permitted.¶
Any vehicle which is parked or left standing in or upon any private property without the actual or implied consent of the owner or person in lawful possession of such property, so as to block or obstruct any driveway or other means of vehicular ingress to or egress from such property, may be removed and placed in any garage maintained by or authorized for such use by the city, or the county sheriff's department or the State Highway Patrol, or in any public garage or other place of safety for safekeeping by any police officer upon the complaint of such owner or person in possession.

10.32.200 - Obstructing private property—Impoundment—Notice to owner.¶
Whenever an officer removes a vehicle from private property pursuant to the authority granted by Section 10.32.190 and the officer knows or is able to ascertain from the registration records in the vehicle or from the registration records of the Department of Motor Vehicles the name and address of the owner thereof, such officer immediately shall give or cause to be given notice in writing to such owner of the fact of such removal, the reason therefor and of the place to which such vehicle has been removed. In the event any such vehicle is stored in a public garage, a copy of such notice shall be given to the proprietor of such garage.

10.32.210 - Obstructing private property—Impoundment—Garage-keeper's lien.¶
Whenever any vehicle has been removed to a garage under the provisions of Section 10.32.200, the keeper of such garage shall have a lien dependent upon possession for his compensation for towage and for caring for and keeping safe such vehicle for a period not exceeding ninety days. If such vehicle is not recovered by the owner within ninety days or the owner is unknown, the keeper of such garage may satisfy his lien in the manner provided by the Vehicle Code and the Civil Code of the state.

10.32.220 - Gatherings—Police authority to prohibit parking.¶
At places where large numbers of people and vehicles are to gather the chief of police may prohibit parking on the streets or roadways affected by such gathering and whenever possible shall post no parking signs along such streets at least twenty-four hours before the scheduled time of such events.

10.32.230 - Gatherings—Police authority to regulate parking.¶
At places where large numbers of people and vehicles are to gather or have gathered, nothing in this title shall be construed to prevent any police officer from prohibiting any person from parking any vehicle upon or using any street or sidewalk or from prohibiting any pedestrian from using any street or sidewalk, and such police officer shall have authority to direct the parking of vehicles in any reasonable manner, way or direction, and it is unlawful for any person to fail to promptly obey the police officer's order, signal or command, regardless of any other provision of this title.

10.32.240 - Cleaning vehicle.¶
No person except the owner shall dust, wipe, wash or clean a vehicle on any portion of a public highway.

10.32.250 - Displaying vehicle.¶
No person shall park a vehicle on a public highway for the purpose of displaying it for sale or rent.

10.32.260 - Storing, working on vehicle.¶
No person shall park or leave standing on any street, alley or public place any vehicle for the purpose of storing, servicing, dismantling, rebuilding or otherwise working upon any such vehicle, other than a vehicle which temporarily is disabled in such a manner and to such an extent that it is impossible to avoid stopping such vehicle on such street, alley or public place. Any such temporarily disabled vehicle shall not be parked or left standing in any such place for more than four hours.

10.32.270 - Violation.¶
The commission of any act declared within this chapter to be unlawful or any other violation of a provision of this chapter shall be considered an infraction, punishable as provided in Section 1.20.010 of this code.

10.32.280 - Designation of parking spaces for disabled persons and veterans.¶
The provisions of California Vehicle Code Section 22507.8 prohibiting parking in spaces designated for disabled persons shall apply to all off-street parking facilities owned or operated by the city in addition to such state-owned or state-operated facilities. These provisions shall also apply to any privately owned and maintained off-street parking facilities as provided in California Vehicle Code Section 21107.8. The city may from time to time, by resolution, designate stalls and parking spaces for the exclusive use of vehicles displaying a distinguishing license plate or placard and for disabled veterans.

10.32.290 - Angle parking on city streets.¶
A. Angle parking is authorized where marked on the following streets:
Mill Street between Church Street and Franklin Street;
Howard Street between Douglas Street and Silver Street;
East Center Street between North Street and South Street;
Freeman Street between Ferry Street and South Street;
Ferry Street between Freeman Street and East Center Street.
B. The city engineer shall have the pavement on all paved streets within the parking area whereon angle parking is authorized marked off with straight white lines running obliquely from the curb, and vehicles shall be parked between such lines.
C. The city council may by ordinance designate additional streets whereon angle parking is authorized
