Who may render gas service and what certificates/permissions are required?

Under the California Mechanical Code, gas may only be turned on or reconnected by an authorized agent or employee of the serving gas supplier, and the serving gas supplier must receive an AHJ-issued certificate of final piping inspection before turning on gas; the AHJ or supplier may disconnect unsafe piping and must leave disconnected outlets capped unless an approved quick-disconnect is used (see §§ 1304.1, 1305.1, 1306.0) .

What the code requires — 2-4 sentences

A certificate of inspection must be issued by the Authority Having Jurisdiction after final piping inspection before fuel gas or a gas meter is turned on at a premises (§ 1304.1) . Only an authorized agent or employee of the gas supplier whose service pipes supply or connect with the premises may turn on or reconnect gas service; it is unlawful for others to do so (§ 1305.1) . The Authority Having Jurisdiction or serving gas supplier may disconnect gas piping/appliances found unsafe, and disconnected outlets must be left capped gastight unless an approved quick-disconnect is used (§ 1306.0 and subsections) .

The single most important rule: do not have gas turned on or reconnected until the AHJ issues the final certificate of inspection and only the gas supplier’s authorized personnel may perform the connection (see § 1304.1 and § 1305.1) .

Requirements in detail

Core duties and who may act

  • Authority Having Jurisdiction (AHJ): Issues the final certificate of inspection when the installation conforms to the code (§ 1304.1) and may disconnect piping/appliances that are unsafe (§ 1306.1–1306.2) .
  • Serving gas supplier / person furnishing gas: Must receive a copy of the certificate and must not turn on gas or meters until the certificate of final inspection has been issued (§ 1304.2, § 1304.3) .

Outlet and capping rules

  • Outlets must be securely connected to gas appliances or capped or plugged with screw joint fittings when gas is being turned on or the appliance is not present; where a quick-disconnect device is listed and approved, that exception applies (§ 1305.2, § 1306.3) .

Exceptions & special cases

  • Inspection waivers: The CMC contains an inspection-waiver provision for minor work at the AHJ’s discretion (see Section 1303.4), but the specific requirement that the gas not be turned on until the final certificate is issued still applies in § 1304.3; consult the AHJ about waived inspections .
  • Quick-disconnect devices: Where an approved listed quick-disconnect is used, the prohibition on uncapped outlets after removal does not apply (§ 1306.3 — Exception) .
  • Utility/company rules: The code assigns duties to the serving gas supplier, but individual utilities may have additional procedures or employee requirements; those are outside the text of § 1304.1, § 1305.1, and § 1306.0 and must be checked with the supplier.

Common mistakes

  • Assuming any licensed contractor (or homeowner) may reconnect the gas: the CMC specifically limits reconnection to the gas supplier’s authorized agents/employees (§ 1305.1) .
  • Letting gas be turned on before receiving the AHJ’s final certificate: this is unlawful for the supplier or person furnishing gas (§ 1304.3) .
  • Removing an appliance and leaving the outlet uncapped: outlets must be left capped gastight with screw fittings unless an approved quick-disconnect is used (§ 1306.3) .
  • Not heeding AHJ disconnection notices: if the AHJ or supplier disconnects equipment for safety or noncompliance, a notice explaining the disconnect must be attached (§ 1306.2) .

Worked example — concrete scenario

Scenario: A homeowner has new gas piping installed for a replacement furnace and requests reconnection.

  1. Installer completes the piping and notifies the AHJ for final inspection. The AHJ inspects and finds the installation compliant. The AHJ issues a certificate of inspection and provides a copy to the serving gas supplier. (This follows § 1304.1 and § 1304.2) .
  2. The gas supplier receives the certificate and schedules an authorized employee to reconnect the meter and turn on the gas. Because the supplier has the AHJ’s certificate, the supplier may lawfully turn on the gas (§ 1304.3 and § 1305.1) .
  3. If, instead, during inspection the AHJ discovers a dangerous leak, the AHJ or supplier may disconnect the piping and attach a notice explaining the disconnect (§ 1306.1–1306.2) and the supplier would not turn on gas until the defects are corrected and a new inspection/certificate is issued .

Numbers are not required by these sections; the decisive conditions are (a) AHJ-issued certificate and (b) connection by the gas supplier’s authorized personnel.

    1304.2 Gas Supplier. A copy of the certificate of such final piping inspection shall be issued to the serving gas supplier supplying gas to the premises.

    1304.3 Unlawful. It shall be unlawful for a serving gas supplier or person furnishing gas, to turn on or cause to be turned on, fuel gas or a gas meter or meters until such certificate of final inspection, as herein provided, has been issued.

    1305.0 Authority to Render Gas Service.

    1305.1 Authorized Personnel. It shall be unlawful for a

    person, firm, or corporation, excepting an authorized agent or employee of a person, firm, or corporation engaged in the business of furnishing or supplying gas and whose service pipes supply or connect with the particular premises, to turn on or reconnect gas service in or on a premises where gas service is, at the time, not being rendered.

    1305.2 Outlets. It shall be unlawful to turn on or connect gas in or on the premises unless outlets are securely connected to gas appliances or capped or plugged with screw joint fittings.

    1306.0 Authority to Disconnect. 1306.1 Disconnection. The Authority Having Jurisdiction or the serving gas supplier is hereby authorized to disconnect gas piping or appliance or both that shall be found not to be in accordance with the requirements of this code or that are found defective and in such condition as to endanger life or property.

    1306.2 Notice. Where such disconnection has been made, a notice shall be attached to such gas piping or appliance or both that shall state the same has been disconnected, together with the reasons thereof.

    1306.3 Capped Outlets. It shall be unlawful to remove or disconnect gas piping or gas appliance without capping or plugging with a screw joint fitting, the outlet from which said pipe or appliance was removed. Outlets to which gas appliances are not connected shall be left capped and gastight on a piping system that has been installed, altered, or repaired.

    Exception: Where an approved listed quick-disconnect device is used.

    1307.0 Temporary Use of Gas. 1307.1 General. Where temporary use of gas is desired, and the Authority Having Jurisdiction deems the use necessary, a permit shall be permitted to be issued for such use for a period of time not to exceed that designated by the Authority Having Jurisdiction, provided that such gas piping system otherwise is in accordance with to the requirements of this code regarding material, sizing, and safety.

    1308.0 Gas Piping System Design, Materials, and Components. **1308.1 Installation of Piping System.

    FUEL GAS PIPING

    1303.3.3 Test Gauges. Tests required by this code, which are performed utilizing dial gauges, shall be limited to gauges having the following pressure graduations or increments.

    1303.3.3.1 Pressure Tests (10 psi or less). Required pressure tests of 10 psi (69 kPa) or less shall be performed with gauges of 0.10 psi (0.69 kPa) increments or less.

    1303.3.3.2 Pressure Tests (greater than 10 psi to 100 psi). Required pressure tests exceeding 10 psi (69 kPa) but less than or equal to 100 psi (689 kPa) shall be performed with gauges of 1 psi (7 kPa) increments or less.

    1303.3.3.3 Pressure Tests (exceeding 100 psi). Required pressure tests exceeding 100 psi (689 kPa) shall be performed with gauges of 2 percent increments or less of the required test pressure.

    1303.3.3.4 Pressure Range. Test gauges shall have a pressure range not exceeding twice the test pressure applied.

    FUEL GAS PIPING

    This inspection shall comply with Section 1213.1. Test gauges used in conducting tests shall be in accordance with Section 318.0.

    1203.4 Inspection Waived.     1208.0 Gas Piping System Design, Materials, and Components. 1208.1 Installation of Piping System. Where required by the Authority Having Jurisdiction, a piping sketch or plan shall be prepared before proceeding with the installation. The plan shall show the proposed location of piping, the size of different branches, the various load demands, and the location of the point of delivery. [NFPA 54:5.1.1] 1208.1.1 Addition to Existing System. When additional appliances are being connected to a gas piping system, the existing piping shall be checked to determine whether it has adequate capacity. If the capacity of the system is determined to be inadequate for the additional appliances, the existing system shall be enlarged as required, or separate gas piping of adequate capacity shall be provided. [NFPA 54:5.1.2] 1208.2 Interconnections Supplying Separate Users. Where two or more meters, or two or more service regulators where meters are not provided, are located on the same premises and supply separate users, the gas piping systems shall not be interconnected on the outlet side of the meters or service regulators. [NFPA 54:5.2.1] 1208.2.1 Interconnections for Standby Fuels. Where a supplementary gas for standby use is connected downstream from a meter or a service regulator where a meter is not provided, equipment to prevent backflow shall be installed.

    Applicants must provide space on their premises at locations approved by PG&E for standard transformer installations if PG&E determines that the load to be served requires a separate transformer installation to serve only the applicant.

    N OTE : For reasons of safety and reliability, PG&E does not allow applicants to install water sprinklers to cool off transformers.

    1.6.5. Underground Electric Service Extensions

    Applicants must ensure that an underground service is installed, where required, to comply with applicable tariff schedules, laws, ordinances, or similar requirements of governmental authorities having jurisdiction, and may be necessary as determined by PG&E where an applicant’s load requires a separate, 75-kVA or greater transformer installation. For more information, see Electric Rule 16 .

    1.7. Connecting and Sealing Services

    A. PG&E provides standard service to applicants as described below.

    1. Establish service at one service delivery point, through one meter, and at one voltage class or pressure.

    2. Design service to extend from the connection to the distribution facilities along the shortest, most practical, and most available route to the service termination facility or service delivery point, as determined by PG&E.

    3. PG&E may require a service location to be closer to the distribution facilities in the following instances:

      • In areas where the nearest building is a considerable distance (i.e., 200 feet or more) from the property line.

      • If, in PG&E’s judgment, there is a potential hazard between the property line and service location.

    B. The requirements for standard service are described below.

    1. Only authorized PG&E employees can connect or disconnect PG&E’s gas or electric service to the building or structure.

    2. Unauthorized persons must not tamper with or break PG&E seals placed on meters and associated service equipment.

    3. Only authorized PG&E employees can remove, replace, or interfere with PG&E’s meters, seals, connections, padlocks, or other locking devices.

    4. Applicants must call PG&E if it is necessary either to disconnect the service or remove the meter because of remodeling, alterations, or other activities.

    1. Applicants must not connect house gas pipes or other applicant facilities to the plugged side of the gas service-tee fitting. That fitting is for PG&E’s use only.

    2. Applicants may place gas and electric service and metering equipment in dedicated rooms within buildings when approved by PG&E.

    3. Applicants must not locate service termination enclosures in the interior, inhabitable area of residences.

    4. Applicants must ensure that all service and metering facilities are readily accessible.

    5. PG&E must review and approve of all service and meter locations and arrangements before installing any metering facilities, service-termination enclosures, or other utility service facilities.

    6. The applicant assumes the risk for any work performed without requesting PG&E’s advanced approval. PG&E can charge the applicant if it is necessary to make changes to unapproved work.

Frequently asked questions

Who issues the certificate that allows the gas to be turned on?

The Authority Having Jurisdiction (AHJ) issues the final certificate of inspection after the final piping inspection; a copy is sent to the serving gas supplier (§ 1304.1, § 1304.2) .

Can a homeowner or a private contractor reconnect gas themselves?

No. The code makes it unlawful for anyone other than an authorized agent or employee of the serving gas supplier whose pipes serve the premises to turn on or reconnect gas service (§ 1305.1) .

What happens if the AHJ or supplier finds piping that endangers life or property?

The AHJ or serving gas supplier may disconnect the gas piping or appliance found unsafe; they must attach a notice stating that the equipment was disconnected and the reasons (§ 1306.1–1306.2) .

Are there allowed alternatives to capping outlets after removing an appliance?

Yes — an approved listed quick‑disconnect device may be used in lieu of capping/plugging with screw joint fittings (§ 1306.3 — Exception) .

If the AHJ waives an inspection for minor piping work, can the gas supplier still turn on service without a certificate?

Section 1303.4 allows inspection waivers at the AHJ’s discretion for minor installations, but § 1304.3 still states it is unlawful for the supplier to turn on gas until the final certificate of inspection has been issued; confirm with the AHJ and supplier about any local practice .
