Explains where the CMC requires inspections, what tests are typical (including pressure tests), and the acceptance documentation required before mechanical systems may be put into service.

Overview

This part of the California Mechanical Code (CMC) covers permit-based inspection, required tests, and acceptance procedures for mechanical systems — from underground piping and rough-in inspections to final testing and certificates of acceptance. The code makes clear that no mechanical system or portion thereof shall be covered, concealed, or put into use until it has been inspected and approved (see §105.0) .

Inspections are staged to catch defects before work is concealed: typical required inspections include underground, rough‑in, and final inspections, and the permit holder must arrange access and scheduling with the Authority Having Jurisdiction (§105.2 and §105.2.3) . For specialty systems the code also requires specific tests and proof of acceptance before operation — for example, process piping (Chapter 14) sets rough and final piping inspections and explicit pressure‑test criteria under §1405.1–§1405.2.2 .

Key, system‑specific provisions appear throughout the code: fuel‑gas piping requires visual inspection and pressure testing prior to initial operation (see §1313.1 and related subsections) , and the CMC includes Appendix acceptance procedures and Certificates of Acceptance for many systems (Appendix E) to document installation and testing before final approval .

    CHAPTER 14

    PROCESS PIPING

    1401.0 General.

    1401.1 Applicability. Except as otherwise addressed in this code, this chapter shall govern the installation of process piping in or in conjunction with a building or structure located upon the premises.

    1402.0 Permit.

    1402.1 General. It shall be unlawful to install, alter, or repair or cause to be installed, altered, or repaired process material piping without first obtaining a permit.

    Permits for process piping shall show the total number of outlets to be provided for on each system and such other information as required by the Authority Having Jurisdiction.

    Fees for process piping permits are included in Table 104.5.

    1403.0 Plans Required.

    1403.1 General. Plans, engineering calculations, diagrams, and other data shall be submitted in one or more sets with each application for a permit. The Authority Having Jurisdiction shall be permitted to require plans, computations, and specifications to be prepared and designed by a registered design professional.

    Where plans or other data are submitted for review, a plan review fee shall be paid, as provided in Section 104.3.2.

    1404.0 Workmanship.

    1404.1 General. Process piping shall not be strained or bent, nor shall tanks, vessels, vats, appliances, or cabinets be supported by or develop strain or stress on the piping.

    1405.0 Inspections.

    1405.1 General. Upon completion of the installation, alteration, or repair of process piping, and prior to the use thereof, the Authority Having Jurisdiction shall be notified that such piping is ready for inspection.

    Excavations required for the installation of underground piping shall be kept open until such time as the piping has been inspected and approved. Where such piping is covered or concealed before such approval, it shall be exposed upon the direction of the Authority Having Jurisdiction.

    1405.2 Required Inspections. The Authority Having Jurisdiction shall make the following inspections and shall either approve that portion of the work as completed or shall notify the permit holder wherein the same fails to be in accordance with this code.

    1405.2.1 Rough Piping Inspection. This inspection shall be made after process piping authorized by the permit has been installed and before piping has been cov

    ered or concealed. This inspection shall include a determination that the piping size, material, and installation are in accordance with the requirements of this code.

    1405.2.2 Final Piping Inspection. This inspection shall be made after piping authorized by the permit has been installed and after portions thereof that are to be covered or concealed are so concealed. This inspection shall include a pressure test, at which time the piping shall stand a pressure of not less than one-and-one-half times the maximum designed operating pressure where hydraulic testing is conducted or 110 percent where testing is conducted pneumatically. Test pressures shall be held for a length of time satisfactory to the Authority Having Jurisdiction, but in no case for less than 30 minutes with no perceptible drop in pressure. HPM drain, waste, and vent piping shall be tested in accordance with the plumbing code. Tests shall be made in the presence of the Authority Having Jurisdiction. Necessary apparatus for conducting tests shall be furnished by the permit holder.

    [F] 909.12.4 Automatic control. Where completely automatic control is required or used, the automatic-control sequences shall be initiated from an appropriately zoned automatic sprinkler system complying with Section 903.3.1.1, manual controls provided with ready access for the fire department and any smoke detectors required by engineering analysis.

    [F] 909.13 Control air tubing. Control air tubing shall be of sufficient size to meet the required response times. Tubing shall be flushed clean and dry prior to final connections and shall be adequately supported and protected from damage. Tubing passing through concrete or masonry shall be sleeved and protected from abrasion and electrolytic action.

    [F] 909.13.1 Materials. Control-air tubing shall be hard-drawn copper, Type L, ACR in accordance with ASTM B42, ASTM B43, ASTM B68/B68M, ASTM B88, ASTM B251 and ASTM B280. Fittings shall be wrought copper or brass, solder type in accordance with ASME B16.18 or ASME B16.22. Changes in direction shall be made with appropriate tool bends. Brass compression-type fittings shall be used at final connection to devices; other joints shall be brazed using a BCuP-5 brazing alloy with solidus above 1,100°F (593°C) and liquids below 1,500°F (816°C). Brazing flux shall be used on copper-to-brass joints only.

    Exception: Nonmetallic tubing used within control panels and at the final connection to devices provided that all of the following conditions are met:

    1. Tubing shall comply with the requirements of Chapter 6 of the California Mechanical Code .
    2. Tubing and connected devices shall be completely enclosed within a galvanized or paint-grade steel enclosure having a minimum thickness of 0.0296 inch (0.7534 mm) (No. 22 gage). Entry to the enclosure shall be by copper tubing with a protective grommet of neoprene or Teflon or by suitable brass compression to male barbed adapter.
    3. Tubing shall be identified by appropriately documented coding.
    4. Tubing shall be neatly tied and supported within the enclosure. Tubing bridging cabinets and doors or moveable devices shall be of sufficient length to avoid tension and excessive stress. Tubing shall be protected against abrasion. Tubing connected to devices on doors shall be fastened along hinges.

    [F] 909.13.2 Isolation from other functions. Control tubing serving other than smoke control functions shall be isolated by automatic isolation valves or shall be an independent system.

    [F] 909.13.3 Testing. Control air tubing shall be tested at three times the operating pressure for not less than 30 minutes without any noticeable loss in gauge pressure prior to final connection to devices.

    [F] 909.14 Marking and identification. The detection and control systems shall be clearly marked at all junctions, accesses and terminations.

    [F] 909.15 Control diagrams. Identical control diagrams showing all devices in the system and identifying their location and function shall be maintained current and kept on file with the fire code official, the fire department and in the fire command center in a format and manner approved by the fire code official.

    (2) Refunding of not more than a percentage, as determined by this jurisdiction where no work has been done under a permit issued in accordance with this code.

    The Authority Having Jurisdiction shall not authorize refunding of a fee paid except upon written application filed by the original permittee not to exceed 180 days after the date of fee payment.

    105.0 Inspections and Testing. 105.1 General. Mechanical systems for which a permit is required by this code shall be inspected by the Authority Having Jurisdiction.

    No mechanical system or portion thereof shall be covered, concealed, or put into use until inspected and approved as prescribed in this code. Neither the Authority Having Jurisdiction nor the jurisdiction shall be liable for expense entailed in the removal or replacement of material required to permit inspection. Mechanical systems regulated by this code shall not be connected to the energy fuel supply lines until authorized by the Authority Having Jurisdiction.

    105.2 Required Inspections. New mechanical system work and such portions of existing systems as affected by new work, or changes, shall be inspected by the Authority Having Jurisdiction to ensure compliance with the requirements of this code and to ensure that the installation and construction of the mechanical system are in accordance with approved plans. The Authority Having Jurisdiction shall make the following inspections and other such inspections as necessary. The permittee or the permittee’s authorized agent shall be responsible for the scheduling of such inspections as follows:

    (1) Underground inspection shall be made after trenches or ditches are excavated and bedded, piping installed, and before backfill is put in place.

    (2) Rough-in inspection shall be made prior to the installation of wall or ceiling membranes.

    (3) Final inspection shall be made upon completion of the installation.

    105.2.1 Uncovering. Where a mechanical system, or part thereof, which is installed, altered, or repaired, is covered or concealed before being inspected, tested, and approved as prescribed in this code, it shall be uncovered for inspection after notice to uncover the work has been issued to the responsible person by the Authority Having Jurisdiction. The requirements of this section shall not be considered to prohibit the operation of mechanical systems installed to replace existing equipment serving

    DIVISION II SCOPE AND ADMINISTRATION

    an occupied portion of the building in the event a request for inspection of such equipment has been filed with the Authority Having Jurisdiction not more than 72 hours after such replacement work is completed, and before a portion of such mechanical system is concealed by a permanent portion of the building. 105.2.2 Other Inspections. In addition to the inspections required by this code, the Authority Having Jurisdiction shall be permitted to require other inspections to ascertain compliance with the provisions of this code and other laws that are enforced by the Authority Having Jurisdiction.

    105.2.3 Inspection Requests. It shall be the duty of the person doing the work authorized by a permit to notify the Authority Having Jurisdiction that such work is ready for inspection. The Authority Having Jurisdiction shall be permitted to require that a request for inspection be filed not less than 1 working day before such inspection is desired. Such request shall be permitted to be made in writing or by telephone, at the option of the Authority Having Jurisdiction.

    It shall be the duty of the person requesting inspections in accordance with this code to provide access to and means for inspection of such work.

    1405.3 Other Inspections. In addition to the inspections required by this section, the Authority Having Jurisdiction shall be permitted to require a special inspector, as specified in the building code, during installation of piping systems. In cases where the work authorized was installed in accordance with plans and specifications prepared by a registered design professional, the Authority Having Jurisdiction shall be permitted to require a final signed report stating that the work was installed in accordance with approved plans and specifications and the applicable provisions of this chapter.

    1406.0 Pipe, Tubing, and Fittings.

    1406.1 General. Process pipe, tubing, and fittings shall comply with ASME B31.3 and shall be installed in accordance with the manufacturer’s installation instructions. Materials shall be rated for the operating temperatures and pressures of the system, and shall be compatible with the type of liquid.

    1406.2 Hazardous Process Piping (HPP). HPP supply piping or tubing in service corridors shall be exposed to view. HPP piping shall be identified in accordance with nationally recognized standards to indicate the material being transported. Liquid HPP piping shall have an approved means for directing spilled materials to an approved containment or drainage system.

    Liquid HPP waste or drainage systems shall be installed in accordance with the plumbing code.

    1406.2.1 Installation in Exit Corridors and Above Other Occupancies. Hazardous process supply pipe shall not be located within exit corridors, within a portion of a means of egress required to be enclosed in fire-resistive construction, or in concealed spaces in or above

    1312.10 Installation of Piping. Piping shall be installed in a manner not to interfere with inspection, maintenance, or servicing of the appliances. [NFPA 54:9.6.9] 1312.11 Liquefied Petroleum Gas (LP-Gas) Facilities and Piping. Liquefied petroleum gas (LP-Gas) facilities shall comply with NFPA 58.

    1313.0 Pressure Testing, Inspection, and Purging. 1313.1 Piping Installations. Prior to acceptance and initial operation, all piping installations shall be visually inspected and pressure tested to determine that the materials, design, fabrication, and installation practices comply with the requirements of this code. [NFPA 54:8.1.1.1] 1313.1.1 Inspection Requirements. Inspection shall consist of visual examination, during or after manufacture, fabrication, assembly, or pressure tests.     1313.1.3 New Branches. Where new branches are installed to new appliance(s), only the newly installed branch(es) shall be required to be pressure tested.     1313.1.5 Regulators and Valves. Regulator and valve assemblies fabricated independently of the piping system in which they are to be installed shall be permitted to be tested with inert gas or air at the time of fabrication. [NFPA 54:8.1.1.6]

    1313.1.6 Test Medium. The test medium shall be air, nitrogen, carbon dioxide, or an inert gas. Oxygen shall not be used as a test medium. [NFPA 54:8.1.2]

  • CMC § 204.4.1 High relevance — show source text

    The owner shall document the Owner’s Project Requirements (OPR). The design team shall develop the Basis of Design (BOD). The CxA shall review these documents for clarity and completeness. The owner and design team shall be responsible for updates to their respective documents, develop and incorporate commissioning requirements into the construction documents and develop and implement a commissioning plan. The CxA shall verify the installation and performance of the systems to be commissioned, verify that training and operation and maintenance documentation have been provided to the owner’s operations staff and complete a commissioning report.

    Commissioning process activities shall be completed for the following energy-related systems, at a minimum:

    1. Heating, ventilating, air conditioning and refrigeration (HVAC&R) systems (mechanical and passive) and associated controls.
    2. Lighting and daylighting controls.
    3. Domestic hot water systems.
    4. Renewable energy systems (wind, solar, etc.).
    5. Building envelope systems.

    A6.204.4.1 Owner’s Project Requirements (OPR). The expectations and requirements of the building shall be documented by the owner and the designer before the design phase of the project begins. This shall be reviewed by the CxA. At a minimum, this documentation shall include the following:

    1. Environmental and sustainability goals.
    2. Energy efficiency goals.
    3. Indoor environmental quality requirements.

    2. Building occupant and O&M personnel expectations.

    A6.204.4.2 Basis of Design (BOD). A written explanation of how the design of the building systems meets the Owner’s Project Requirements shall be completed at the design phase of the building project and updated as necessary during the design and construction phases. This shall be reviewed by the CxA. At a minimum, the Basis of Design document shall cover the following systems:

    1. Heating, ventilation, air conditioning (HVAC) systems and controls.
    2. Indoor lighting system and controls.
    3. Water heating system.
    4. Renewable energy systems.

    A6.204.4.3 Commissioning plan. A commissioning plan shall be completed to document the approach to how the project will be commissioned and shall be started during the design phase of the building project. This shall be reviewed by the CxA. The Commissioning Plan shall include the following at a minimum:

    1. General project information.
    2. Commissioning goals.
    3. Systems to be commissioned. Plans to test systems and components shall include at a minimum: a. A detailed explanation of the original design intent; b. Equipment and systems to be tested, including the extent of tests; c. Functions to be tested;

    d. Conditions under which the test shall be performed; and e. Measurable criteria for acceptable performance. 4. Commissioning team information. 5.     The test shall be ruled successful by the Authority Having Jurisdiction before final approval is granted. S 101.13 Commissioning. Onsite stormwater treatment systems shall be commissioned in accordance with the requirements of Section S 101.13.1 through Section S 101.13.4.

    S 101.13.1 Commissioning Requirements. Commissioning for stormwater treatment systems shall be included in the design and construction processes of the project. Commissioning shall be performed by a person who demonstrates competency in commissioning stormwater treatment systems as required by the Authority Having Jurisdiction. S 101.13.2 Commissioning Plan. The construction documents shall include the commissioning plan for the stormwater treatment system. The commissioning plan shall be approved by the Authority Having Jurisdiction prior to commissioning the stormwater treatment system. The commissioning plan shall include the following:

    (1) General project information.

    (2) Equipment to be tested, including the test methodology.

    (3) Processes to be tested.

    (4) Criteria or process for testing.

    (5) Criteria or process for acceptance.

    (6) Commissioning team contact information.

    (7) Commissioning process activities, schedules, and responsibilities.

    (8) Plans for the completion of functional performance testing, post construction documentation and training, and the commissioning report. S 101.13.3 Performance Testing. Performance tests shall verify that the installation and operation of the

    equipment of the stormwater treatment system is in accordance with the approved plans and specifications. The performance test report shall include the equipment tested, the testing methods utilized, and proof of proper calibration of the equipment. S 101.13.4 Commissioning Report. The commissioning report shall be submitted to the Authority Having Jurisdiction.

    S 101.14 Operation and Maintenance Manual. An operation and maintenance manual shall be provided in accordance with Section 1501.6 and shall also include the following:

    (1) Instructions on operating and maintaining the system, including treatment process operations, instrumentation and alarms, and chemicals storage and handling.

    (2) Site equipment inventory and maintenance notes.

    (3) Equipment/system warranty documentation and information.

    (4) As-built design drawings.

    (5) Details on training requirements and qualifications of personnel responsible for operating the system.

    (6) Maintenance schedule. S 101.15 Inspection. Field inspections shall take place during and after construction while the contractor is on-site to verify that the stormwater treatment system components have been properly supplied and installed according to the plans and specifications used for installation. Record drawings shall be maintained with changes to the approved plans by the contractor and available for periodic inspection as needed.

    S 102.0 Definitions.

    S 102.1 General. For the purpose of this appendix, the following definitions shall apply: Challenge Test. The evaluation of a unit treatment process for pathogen log 10 reduction performance using selected surrogate or indigenous constituents. This includes a detailed technology evaluation study conducted to challenge the treatment technology over a wide range of operational conditions. Commissioning. When must a mechanical system be inspected and approved?

A mechanical system (or portion affected by new work) must be inspected and approved before it is covered, concealed, or placed into use — the general requirement is set out in §105.0 of the CMC .

What inspections and tests are typically required?

The code identifies common inspections as underground, rough‑in, and final (§105.2). Certain systems have additional test requirements — for example, process piping final inspections include pressure testing (hydraulic at 1.5× design pressure or pneumatic at 110% held for not less than 30 minutes) per §1405.2.2 .

Who schedules inspections and provides test equipment?

The permit holder (or authorized agent) is responsible for scheduling inspections and providing access; the permit holder must also furnish necessary apparatus for tests when required by the Authority Having Jurisdiction (see §105.2.3 and related inspection provisions) .
