Requirements for repairs to bleachers, folding/telescopic seating and grandstands
If you're repairing bleachers or grandstand seating in California, the CEBC requires you to follow the ICC 300 standard (CEBC **§ 401.1.1**). The CEBC does not repeat ICC 300's numeric values — your submittal must show how the repairs meet ICC 300 and that the work does not make the seating or building less compliant than before.

What the code requires — 2–4 sentences
CEBC requires that repairs to bleachers, folding and telescopic seating and grandstands comply with the ICC Standard on Bleachers, Folding and Telescopic Seating, and Grandstands — ICC 300. This directive is stated in § 401.1.1 of the California Existing Building Code. Follow-up requirements for the repair work (such as not making the building less compliant) are governed by the other repair provisions of Chapter 4. § 401.1.1
Repairs to existing bleachers, folding/telescopic seating and grandstands must meet the ICC 300 standard as required by CEBC § 401.1.1.
Requirements in detail
CEBC's direction (short)
- The CEBC does not reproduce ICC 300; it defers to that standard for the technical requirements for repair (materials, loads, guards, handrails, egress, etc.). The CEBC text says simply: "Repairs to existing bleachers, folding and telescopic seating and grandstands shall comply with ICC 300." § 401.1.1
- The CEBC also states the general repair principle that the repair work must not make the building less complying than before the repair. See § 401.2.
What the CEBC requires you to do (practical steps)
- Identify and obtain the applicable edition of ICC 300 referenced by your enforcing agency. The CEBC’s direction is to follow ICC 300; the numeric thresholds and component details live in that standard (not in the CEBC text). § 401.1.1
- Prepare repair documents that demonstrate compliance with ICC 300 (structural repairs, guards/handrails, egress, anchorage, member replacements, etc.) and submit them with your permit application.

Documentation you should provide to the reviewer

Exceptions & special cases
- State-owned or special-applications may have sections of the CEBC replaced or augmented by other chapters or agency rules (see Chapter 4A/Chapter 3A notes). For example, Chapter 4A repeats the ICC 300 requirement for OSHPD-regulated buildings. § 401A.1.1
- Relocated or moved bleachers are addressed separately; CEBC still directs compliance with ICC 300 for relocated units. § 1401.1.1
- The CEBC itself does not list numeric guard heights, aisle widths, live loads, or other installation values — those are in ICC 300. If you need specific thresholds (e.g., guard height, occupant load per row, mid‑aisle handrail spacing), consult ICC 300 directly; CEBC only references that standard. § 401.1.1
Common mistakes
- Assuming the CEBC text contains ICC 300 dimensions or installation details — it does not; CEBC simply mandates compliance with ICC 300. Check ICC 300 for the technical numbers. § 401.1.1
- Failing to identify the edition of ICC 300 being used — the enforcing agency typically enforces a particular edition; document which edition your work follows.
- Treating required repair work as exempt from demonstrating compliance with ICC 300 — the CEBC requires that repairs to these seating elements conform to ICC 300. § 401.1.1
- Ignoring the CEBC principle that the repair must not make the building less compliant than before; repairs that extend to otherwise undamaged components can be considered part of the repair and must be evaluated accordingly. § 401.2
Worked example — applying the rule (concrete scenario)
Scenario: A community park has a 12‑row wooden bleacher section. The front 4 rows have rot and must be replaced; you plan to repair the platform framing and replace seatboards.
Steps you should follow (per CEBC):
- Recognize CEBC requirement: the repairs to this bleacher must comply with ICC 300 as required by § 401.1.1.
- Obtain the applicable ICC 300 edition your jurisdiction enforces and identify the ICC 300 provisions that apply to: member replacement, anchorage, handrails/guards, and egress.
- Inspect and document pre-repair condition; prepare drawings showing the replaced framing, connection details, and how handrails/guards will meet ICC 300 (even if unchanged).
- Prepare structural calculations or a statement by a design professional if the replaced framing affects load paths, and show that the repair will not make the seating or building less complying (per § 401.2).
- Submit the repair documents to the enforcing agency; reference ICC 300 and the edition used, and include the CEBC citation § 401.1.1 on the cover sheet to show the governing authority.
- After inspection, install repairs per ICC 300 details. Because CEBC points to ICC 300 for the metrics (guard heights, anchor requirements, load capacities), verify those numeric requirements in the ICC standard — they are not provided directly in CEBC. § 401.1.1

SECTION 401—GENERAL
401.1 Scope. R epairs shall comply with the requirements of this chapter. Repairs to historic buildings and structures shall comply with Part 8, Title 24, C.C.R. [OSHPD 1R, 2, 4 & 5] Repairs to historic buildings not adopted by OSHPD. Repairs shall comply with the requirements in the California Building Code, Sections 1224.2, 1225.2, 1226.2, 1227.2 and 1228.2 for functional requirements as applicable.
401.1.1 Bleachers, folding and telescopic seating and grandstands. Repairs to existing bleachers, folding and telescopic seating and grandstands shall comply with ICC 300.
401.1.2 Scope. [BSC] For state-owned buildings, including those owned by the University of California and the California State University and the Judicial Council, the requirements of Sections 405.2.1 and 405.2.3 are replaced by the requirements of Sections 317 through 322.
401.2 Compliance. The work shall not make the building less complying than it was before the repair was undertaken. Work on nondamaged components that is necessary for the required repair of damaged components shall be considered part of the repair and shall not be subject to requirements for alterations.
[BS] 401.3 Flood hazard areas. In flood hazard areas, repairs that constitute substantial improvement shall require that the building comply with Section 1612 of the California Building Code, or Section R306 of the California Residential Code, as applicable.
SECTION 402—BUILDING ELEMENTS AND MATERIALS
402.1 Glazing in hazardous locations. Replacement glazing in hazardous locations shall comply with the safety glazing requirements of the California Building Code or California Residential Code as applicable.
Exception: Glass block walls, louvered windows and jalousies repaired with like materials.
402.2 Existing materials. [HCD] Existing materials shall comply with Section 302.3.
402.3 New and replacement materials. [HCD & HCD 2] New and replacement materials used for repairs shall comply with Section 302.4.
SECTION 403—FIRE PROTECTION
403.1 General. Repairs shall be done in a manner that maintains the level of fire protection provided.
SECTION 404—MEANS OF EGRESS
404.1 General. Repairs shall be done in a manner that maintains the level of protection provided for the means of egress.
SECTION 405—STRUCTURAL
[BS] 405.1 General. Structural damage shall be repaired in compliance with this section and Section 401.2.
405.1.1 Structural concrete. Repair of structural concrete shall be permitted to comply with ACI 562 Section 1.7, except where Section 405.2.2, 405.2.3 or 405.2.4.1 requires compliance with Section 304.3.

California Energy Commission, State Fire Marshal and DSA-AC requirements for existing structures shall be enforced by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD).
301 A .1.1 Bleachers, grandstands and folding and telescopic seating. Existing bleachers, grandstands and folding and telescopic seating shall comply with ICC 300.
301 A .2 Repairs. Repairs shall comply with the requirements of Chapter 4 A .
301 A .3 Alteration, addition or change of occupancy. The alteration, addition or change of occupancy of all existing buildings or structures shall comply with one of the methods or categories listed in Section 301 A .3.1, 301 A .3.2 or 301 A .3.3. New structural members added as part of the alteration shall comply with the California Building Code .
301 A .3.1 Prescriptive compliance method. Alterations, additions and changes of occupancy complying with Chapter 5 A of this code for existing buildings or structures shall be considered in compliance with the provisions of this code.

**_ The provisions of adopted sections in Chapters 3 through 5 shall control the alteration, repair and change of occupancy or function of existing structures for applications listed in Section 1.10.1, 1.10.2, 1.10.4 and 1.10.5 regulated by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD). Functional service spaces shall comply with the requirements in the California Building Code, Sections 1224, 1225, 1226, 1227 and 1228.
301.1.1 Bleachers, folding and telescopic seating and grandstands. Existing bleachers, folding and telescopic seating and grandstands shall comply with ICC 300.
301.2 Repairs. Repairs shall comply with the requirements of Chapter 4.
301.3 Alteration, addition or change of occupancy. The alteration, addition or change of occupancy of all existing buildings shall comply with one of the methods listed in Section 301.3.1, 301.3.2 or 301.3.3 as selected by the applicant. Sections 301.3.1 through 301.3.3 shall not be applied in combination with each other. [OSHPD 1R, 2, 4 and 5] Sections 301.3.2 and 301.3.3, not adopted by OSHPD.

PROVISIONS FOR ALL COMPLIANCE METHODS
members added as part of the alteration shall comply with the California Building Code . This exception shall not apply to the following:
Alterations for accessibility required by the California Building Code, Chapter 11A.
Alterations that constitute substantial improvement in flood hazard areas, which shall comply with Sections 503.2, 701.3 or 1303.1.3.
Structural provisions of Section 304, Chapter 5 or to the structural provisions of Sections 706, 805 and 906.
301.3.1 Prescriptive compliance. Alterations, additions and changes of occupancy complying with Chapter 5 of this code in buildings complying with the California Fire Code shall be considered in compliance with the provisions of this code.
Exception: Hospital buildings removed from acute care service, skilled nursing facilities, intermediate-care facilities, correctional treatment centers and acute psychiatric hospitals [OSHPD 1R, 2, 4 and 5]. The provisions of adopted sections in Chapters 3 through 5 shall control the alteration, repair and change of occupancy or function of existing structures for applications listed in Section 1.10.1, 1.10.2, 1.10.4 and 1.10.5 regulated by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD). Refer to Chapter 3A for services, systems and utilities that serve OSHPD 1 buildings.
CEBC § 9.2.2 Medium relevance — show source text
_ Community college buildings. [DSA-SS/CC] The provisions of Sections 317 through 323 establish minimum standards for earthquake evaluation and design for the rehabilitation of existing buildings for use as community college buildings under the jurisdiction of the Division of the State Architect—Structural Safety/Community Colleges (DSA-SS/CC, refer to Section 1.9.2.2) where required by Sections 4-307 and 4-309(c) of the California Administrative Code. The provisions of Sections 317 through 323 also establish minimum standards for earthquake evaluation and design for rehabilitation of existing community college buildings currently under the jurisdiction of DSA-SS/CC. 4. _[HCD 1]**_ In addition to the requirements in this chapter, maintenance, alteration, repair, addition or change of occupancy to existing buildings and accessory structures under the authority of the Department of Housing and Community Development, as provided in Section 1.8.2.1.1, shall comply with California Code of Regulations, Title 25, Division 1, Chapter 1, Subchapter 1.
Exceptions: 1. [HCD 1] Limited-density owner-built rural dwellings, as defined in Chapter 2 of the California Residential Code. 5. Hospital buildings removed from acute care service, skilled nursing facilities, intermediate-care facilities, correctional treatment centers and acute-psychiatric hospitals [OSHPD 1R, 2, 4 and 5]. The provisions of adopted sections in Chapters 3 through 5 shall control the alteration, repair and change of occupancy or function of existing structures for applications listed in Section 1.10.1, 1.10.2, 1.10.4 and 1.10.5 regulated by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD). Functional service spaces shall comply with the requirements in the California Building Code, Sections 1224, 1225, 1226, 1227 and 1228.
301.1.1 Bleachers, folding and telescopic seating and grandstands. Existing bleachers, folding and telescopic seating and grandstands shall comply with ICC 300.
301.2 Repairs. Repairs shall comply with the requirements of Chapter 4.
301.3 Alteration, addition or change of occupancy. The alteration, addition or change of occupancy of all existing buildings shall comply with one of the methods listed in Section 301.3.1, 301.3.2 or 301.3.3 as selected by the applicant. SECTION 301 A —ADMINISTRATION
301 A .1 Applicability. The provisions of this chapter shall control the alteration, repair, addition and change of occupancy of existing structures for applications listed in Sections 1.10.1 [OSHPD 1] regulated by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD).
California Energy Commission, State Fire Marshal and DSA-AC requirements for existing structures shall be enforced by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD).
301 A .1.1 Bleachers, grandstands and folding and telescopic seating. Existing bleachers, grandstands and folding and telescopic seating shall comply with ICC 300.
301 A .2 Repairs. Repairs shall comply with the requirements of Chapter 4 A .
301 A .3 Alteration, addition or change of occupancy. The alteration, addition or change of occupancy of all existing buildings or structures shall comply with one of the methods or categories listed in Section 301 A .3.1, 301 A .3.2 or 301 A .3.3. Section 304A.3.2 applies to all methods or categories. Sections 301 A .3.1 through 301 A .3.3 shall not be applied in combination with each other , except when permitted by the enforcement agency.
Exception: Subject to the approval of the enforcement agency, alterations complying with the laws in existence at the time the building or the affected portion of the building was built shall be considered in compliance with the provisions of this code. New structural members added as part of the alteration shall comply with the California Building Code .
301 A .3.1 Prescriptive compliance method. Alterations, additions and changes of occupancy complying with Chapter 5 A of this code for existing buildings or structures shall be considered in compliance with the provisions of this code.

and the California Code of Regulations, Title 25, Division 1, Chapter 2._ Manufactured homes must meet unit identification (data plate) and certification label requirements as specified in the Code of Federal Regulations, Title 24, Subtitle B, Chapter XX, Part 3280 and Health and Safety Code Section 18032. Commercial modulars and special purpose commercial modulars must meet identification requirements in the California Code of Regulations, Title 25, Division 1, Chapter 3, Subchapter 2.
1401.1.1 Bleachers, folding and telescopic seating and grandstands. Relocated or moved bleachers, folding and telescopic seating and grandstands shall comply with ICC 300.
1401.2 Conformance. The building shall be safe for human occupancy as determined by the California Fire Code and the Interna- tional Property Maintenance Code . Any repair, alteration or change of occupancy undertaken within the moved structure shall comply with the requirements of this code applicable to the work being performed. Any field-fabricated elements shall comply with the requirements of the California Building Code or the California Residential Code, as applicable. [HCD 1 & HCD 2] After July 1, 1978, local ordinances or regulations for relocated or moved apartment houses and dwellings shall permit the retention of existing materials and methods of construction, provided the apartment house or dwelling complies with the building standards for foundations applica- ble to new construction and does not become or continue to be a substandard building. For additional information, see Health and Safety Code Section 17958.9.
SECTION 1402—REQUIREMENTS
1402.1 Location on the lot. The building shall be located on the lot in accordance with the requirements of the California Building Code or the California Residential Code, as applicable.
[BS] 1402.2 Foundation. The foundation system of relocated buildings shall comply with the California Building Code or the Califor- nia Residential Code, as applicable.
[BS] 1402.2.1 Connection to the foundation. The connection of the relocated building to the foundation shall comply with the California Building Code or the California Residential Code, as applicable.
[BS] 1402.3 Wind loads. Buildings shall comply with California Building Code or California Residential Code wind provisions, as applicable.
Exceptions:
- Detached one- and two-family dwellings and Group U occupancies where wind loads at the new location are not higher than those at the previous location.
- Structural elements whose stress is not increased by more than 10 percent.
[BS] 1402.4 Seismic loads. Buildings shall comply with California Building Code or California Residential Code seismic provisions at the new location, as applicable.
Exceptions:
- Structures in Seismic Design Categories A and B and detached one- and two-family dwellings in Seismic Design Categories A, B and C where the seismic loads at the new location are not higher than those at the previous location.
- Structural elements whose stress is not increased by more than 10 percent.
[BS] 1402.5 Snow loads. Structures shall comply with California Building Code or California Residential Code snow loads, as applicable, where snow loads at the new location are higher than those at the previous location.
Exception: Structural elements whose stress is not increased by more than 5 percent.
Frequently asked questions
Do I need to submit the actual ICC 300 text with my plans?
No — but you must show, in your plans and calculations, how the repair work meets the ICC 300 requirements and identify the edition used. CEBC requires compliance with ICC 300; the plan reviewer will expect a point‑by‑point demonstration. § 401.1.1
Where do I find the numerical requirements (guard height, aisle width, live-load)?
CEBC does not list those numeric values for bleachers; it directs you to ICC 300 for the technical numbers. The CEBC's role here is to require ICC 300 compliance, not to reproduce its contents. § 401.1.1
If I only replace seatboards (like‑for‑like), do I still need to follow ICC 300?
Yes — repairs to bleachers are required to comply with ICC 300 by § 401.1.1. However, minor routine maintenance that is exempt from permit per local code may be treated differently; consult your enforcing agency and reference § 401.2 regarding not reducing compliance.
Are there different rules for state‑owned or hospital buildings?
Certain state or agency buildings are subject to additional or replacement provisions (Chapter 4A, Chapter 3A, or OSHPD/DSA rules). Chapter 4A reiterates the ICC 300 requirement for OSHPD‑regulated facilities. § 401A.1.1
What if the repair increases loads or changes structural behavior?
If the repair increases seismic or other load effects or involves structural members, you may trigger the CEBC structural repair/retrofit provisions; repairs must still demonstrate compliance and may require evaluation by a registered design professional.
