Chapter 16 — common standards cited and where to find them
Chapter 16 gathers and identifies all external standards referenced in the CEBC, shows which code sections cite them, and notes agency-specific adoptions.

Overview
Chapter 16 (Referenced Standards) is the CEBC location where every external standard referenced in the code is collected and identified so users can find the exact document required for compliance. The chapter explains that the listed standards are “part of the code to the extent of the reference” and that compliance with a referenced standard is necessary to comply with the CEBC .
The chapter lists each referenced standard by promulgating agency, standard number, effective date and title, and it shows which CEBC sections cite that standard — giving building officials, designers, contractors and owners a single place to determine the mandatory external documents for a project . For structural topics the reader will commonly consult the related provisions in this area — e.g., §1601 (General), §1602 (Notations) and §1603 (Construction documents) — which orient how referenced standards (for loads, materials, testing, etc.) apply to structural work . Note also that agency-specific amendments and adoptions (for example DSA‑SS and OSHPD) are noted in the code and affect how Chapter 16 applies to those projects .

About this chapter: Chapter 16A prescribes minimum structural loading requirements for use in the design and construction of structures regulated by the Division of the State Architect-Structural Safety—including public elementary and secondary schools, community colleges, and state-owned or state-leased essential services buildings (applications listed in Section 1.9.2.1 [DSA-SS])—and by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development—including hospitals and correctional treatment centers (applications listed in Sections 1.10.1 [OSHPD 1] and 1.10.4 [OSHPD 4]).
SECTION 1601 A —GENERAL
1601 A .1 Scope. The provisions of this chapter shall govern the structural design of buildings, structures and portions thereof.
1601A.1.1 Application. The scope of application of Chapter 16A is as follows: 1. Structures regulated by the Division of the State Architect-Structural Safety (DSA-SS), which include those applications listed in Section 1.9.2.1. These applications include public elementary and secondary schools, community colleges and state- owned or state-leased essential services buildings. 2. Applications listed in Sections 1.10.1 and 1.10.4, regulated by the Department of Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD). These applications include hospitals and correctional treatment
centers.

For nonconforming hospital buildings removed from acute-care service, amendments are preceded with the acronym [OSHPD 1R].

1.10.2 OSHPD 2. Specific scope of application of the agency responsible for enforcement, enforcement agency and the specific authority to adopt and enforce such provisions of this code, unless otherwise stated.
Application— Skilled nursing facility and intermediate care facility buildings.
Enforcing agency— Health Care Access and Information/Office of Statewide Hospital Planning and Development (OSHPD). The office shall enforce the California Energy Commission – Energy Regulations, the Division of the State Architect—Access Compliance regulations, and the regulations of the Office of the State Fire Marshal for the above-stated facility types.
1.10.2.1 Applicable administrative standards. 1. Title 24, Part 1, California Code of Regulations: Chapter 7. 2. Title 24, Part 2, California Code of Regulations: Sections 1.1 and 1.10, Chapter 1, Division I, and as adopted in Chapter 1, Division II.

1603 A .1 General. Construction documents shall show the material, size, section and relative locations of structural members with floor levels, column centers and offsets dimensioned. The design loads and other information pertinent to the structural design required by Sections 1603 A .1.1 through 1603 A .1.10 shall be indicated on the construction documents.

1 ADMINISTRATION
DIVISION I CALIFORNIA ADMINISTRATION
SECTION 1.1—GENERAL
1.1.1 Title. These regulations shall be known as the California Existing Building Code, may be cited as such and will be referred to herein as “this code.” The California Existing Building Code is Part 10 of thirteen parts of the official compilation and publication of the adoption, amendment and repeal of building regulations to the California Code of Regulations, Title 24, also referred to as the California Building Standards Code. This part incorporates by adoption the 2024 International Existing Building Code of the International Code Council with necessary California amendments.
1.1.2 Purpose. The purpose of this code is to establish the minimum requirements to safeguard the public health, safety and general welfare through structural strength, means of egress facilities, stability, access to persons with disabilities, sanitation, adequate lighting and ventilation and energy conservation; safety to life and property from fire and other hazards attributed to the built environment; and to provide safety to firefighters and emergency responders during emergency operations.
1.1.3 Scope. The provisions of this code shall apply to the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal and demolition of every building or structure or any appurtenances connected or attached to such buildings or structures throughout the State of California. [HCD 1 & 2] The provisions of this code shall apply to repair, alteration, change of occupancy, addition to and relocation of every existing building or structure or any appurtenances connected or attached to such buildings or structures throughout the State of California.
1.1.3.1 Nonstate-regulated buildings, structures and applications. Except as modified by local ordinance pursuant to Section 1.1.8, the following standards in the California Code of Regulations, Title 24, Parts 2, 2.5, 3, 4, 5, 6, 7, 9, 10 and 11 shall apply to all occupancies and applications not regulated by a state agency.

SECTION A101—PURPOSE
[BS] A101.1 Purpose. The purpose of this chapter is to promote public safety and welfare by reducing the risk of death or injury from the effects of earthquakes on existing unreinforced masonry bearing wall buildings.
The provisions of this chapter are intended as minimum standards for structural seismic resistance, and are established primarily to reduce the risk of life loss or injury. Compliance with these provisions will not necessarily prevent loss of life or injury, or prevent earthquake damage to retrofitted buildings.
SECTION A102—SCOPE
[BS] A102.1 General. The provisions of this chapter shall apply to all existing buildings not more than six stories in height above the base of the structure and having not fewer than one unreinforced masonry bearing wall. The elements regulated by this chapter shall
