Acceptance testing, installation certificates and field verification

Title 24 requires field verification, acceptance testing, and signed installation/acceptance certificates (per §150.1(b), §10-103(a) and Mechanical Code Appendix E) whenever performance compliance depends on installed systems.

Overview

This area of Title 24 explains how installed systems are proven to meet performance-based compliance: when a building’s compliance depends on installed features performing above minimum prescriptive values, the code requires documented field verification, acceptance testing, and signed installation/acceptance certificates. For residential performance compliance, the field-verification requirements are invoked from Section 150.1(b) and related provisions; results must be recorded on Certificates of Installation and Certificates of Verification as specified in Section 10-103(a) .

    B. Field verification. When performance of installed features, materials, components, manufactured devices or systems above the minimum specified in Section 150.1(c) is necessary for the building to comply with Section 150.1(b), or is necessary to achieve a more stringent local ordinance, field verification shall be performed in accordance with the applicable requirements in the following subsections, and the results of the verification(s) shall be documented on applicable certificates of installation pursuant to Section 10-103(a)3 and applicable certificates of verification pursuant to Section 10-103(a)5. i. EER2/SEER2/CEER/HSPF2 Rating. When performance compliance requires installation of a space-conditioning system with a rating that is greater than the minimum rating required by Table 150.1-A or specified for the standard design, the installed system shall be field verified in accordance with the procedures specified in the applicable sections of Reference Residential Appendix RA3.4. ii. When performance compliance requires installation of a low leakage air-handling unit, the installed air-handling unit shall be field verified in accordance with the procedures specified in Reference Residential Appendix RA3.1.4.3.9.

    This is typically done prior to signing a certificate of compliance. E 804.3.2 Construction Inspection. The installing contractor, registered design professional of record, owner’s agent, or the person responsible for certification of the acceptance testing on the certificate of acceptance (responsible person) shall perform a construction inspection prior to testing to ensure that the equipment that is installed is capable of complying with the requirements of this appendix and is calibrated. The installation of associated systems and equipment necessary for proper system operation is required to be completed prior to the testing.

    APPENDIX E

    E 804.3.3 Acceptance Testing. One or more field technicians shall perform the acceptance testing; identify performance deficiencies; ensure that they are corrected; and where necessary, repeat the acceptance procedures until the specified systems and equipment are performing in accordance with the acceptance requirements. The field technician who performs the testing shall sign the certificate of acceptance to certify the information has been provided to document the results of the acceptance procedures is true and correct.

    The responsible person shall review the test results from the acceptance requirement procedures provided by the field technician and sign the certificate of acceptance to certify compliance with the acceptance requirements. The responsible person shall be permitted to perform the field technician’s responsibilities, and shall then sign the field technician declaration on the certificate of acceptance to certify that the information on the form is true and correct.

    E 804.3.4 Certificate of Occupancy. The Authority Having Jurisdiction shall not issue the final certificate of occupancy until required certificates of acceptance are submitted. Copies of completed, signed certificates of acceptance are required to be posted, or made available with the permit(s), and shall be made available to the Authority Having Jurisdiction.

    E 805.0 HVAC System Tests.

    E 805.1 Variable Air Volume Systems (Form MECH- 2A). This test ensures that adequate outdoor air ventilation is provided through the variable air volume air handling unit at two representative operating conditions. The test consists of measuring outdoor air values at maximum flow and at or near minimum flow. The test verifies that the minimum volume of outdoor air is introduced to the air handling unit where the system is in occupied mode at these two conditions of supply airflow. This test shall be performed in conjunction with supply fan variable flow controls test procedures to reduce the overall system testing time as both tests use the same two conditions of airflow for their measurements.

    E 805.1.1 Test Procedure. The procedure for performing a functional test for variable air volume systems shall be in accordance with Section E 805.1.1.1 and Sec tion E 805.1.1.2.

    E 805.1.1.1 Construction Inspection. Prior to functional testing, verify and document that the system controlling outside airflow is calibrated either in the field or factory.

    E 805.1.1.2 Functional Testing. The functional testing shall be in accordance with the following steps:

    Step 1: Where the system has an outdoor air economizer, force the economizer high limit to disable economizer control (e.g., for a fixed dry-bulb high limit, lower the setpoint below the current outdoor air temperature).

    Step 2: Adjust supply airflow to either the sum of the minimum zone airflows or 30 percent of the total design airflow. Verify and document the following:

    A. The Efficiency LSC energy is the sum of the LSC energy for space-conditioning, water heating, mechanical ventilation, lighting and the self-utilization credit. B. The Total LSC energy is the sum of the Efficiency LSC energy and LSC energy from the photovoltaic system, battery energy storage systems (BESS), and demand flexibility. 2. Source energy. The source energy budget is determined by applying the mandatory and prescriptive requirements of the standard design, except with a consumer gas or propane water heater, to the proposed design building.

    Exception to Section 170.1(a): A community shared solar electric generation system, or other renewable electric generation system, and/or community shared BESS, that provides dedicated power, utility energy reduction credits or payments for energy bill reductions to the permitted building and is approved by the Energy Commission as specified in Title 24, Part 1, Section 10-115, may offset part or all of the solar electric generation system or BESS LSC energy required to comply with the standards, as calculated according to methods established by the Commission in the Nonresidential ACM Reference Manual.

    (b) Compliance demonstration requirements for performance standards.

    1. Certificate of Compliance and Application for a Building Permit. The application for a building permit shall include documentation pursuant to Sections 10-103(a)1 and 10-103(a)2 that demonstrates, using an approved calculation method, that the building has been designed so that its source energy and LSC energy consumption do not exceed the standard design energy budgets for the applicable climate zone.
    2. Field verification of individual dwelling unit systems. When performance of installed features, materials, components, manufactured devices or systems above the minimum specified in Section 170.2 is necessary for the building to comply with Section 170.1, or is necessary to achieve a more stringent local ordinance, field verification shall be performed in accordance with the applicable requirements in the following subsections, and the results of the verification(s) shall be documented on applicable Certificates of Installation pursuant to Section 10-103(a)3 and applicable Certificates of Verification pursuant to Section 10-103(a)5. A. EER2/SEER2/CEER/HSPF2 Rating. When performance compliance requires installation of a space-conditioning system with a rating that is greater than the minimum rating required by Table 170.2-K or specified for the standard

    design, the installed system shall be field verified in accordance with the procedures specified in the applicable sections of Reference Residential Appendix RA3. B. Variable capacity heat pump (VCHP) compliance option. When performance compliance requires installation of a heat pump system that meets all the requirements of the VCHP compliance option specified in the ACM Reference Manual, the system shall be field verified in accordance with the procedures in Reference Residential Appendix RA3.4.4.3.

    C. Low leakage air handler. When performance compliance requires installation of a low leakage air-handling unit, the installed air handling unit shall be field verified in accordance with the procedures specified in Reference Residential Appendix RA3.1.4.3.9. D. Thermal balancing valve. When performance compliance requires installation of thermal balancing valves with variable speed circulation pump(s), the installation shall meet the procedures specified in Reference Residential Appendix RA4.4.3. E. Heat pump—rated heating capacity.

  • § 803.2 High relevance — show source text

    (1) Visual inspection of the equipment and installation.

    (2) Review of the certification requirements.

    (3) Functional tests of the systems and controls.

    E 803.2 Construction Documents. Details of commissioning acceptance requirements shall be incorporated into the construction documents, including information that describes the details of the functional tests to be performed. This information shall be permitted to be integrated into the specifications for testing and air balancing, energy management and control system, equipment startup procedures or commissioning. It is possible that the work will be performed by a combination of the test and balance (TAB) contractor,

    mechanical/electrical contractor, and the energy management control system (EMCS) contractor, so applicable roles and responsibilities shall be clearly called out.

    E 803.2.1 Roles and Responsibilities. The roles and responsibilities of the persons involved in commissioning acceptance are included in Section E 803.2.1.1 through Section E 803.2.1.3.

    E 803.2.1.1 Field Technician. The field technician shall be responsible for performing and documenting the results of the acceptance procedures on the certificate of acceptance forms. The field technician shall sign the certificate of acceptance to certify that the information he provides on the certificate of acceptance is true and correct.

    E 803.2.1.2 Responsible Person. The responsible person shall be the contractor or registered design professional of record. A certificate of acceptance shall be signed by a responsible person to take responsibility for the scope of work specified by the certificate of acceptance document. The responsible person shall perform the field testing and verification work, and where this is the case, the responsible person shall complete and sign both the field technician’s signature block and the responsible person’s signature block on the certificate of acceptance form. The responsible person assumes responsibility for the acceptance testing work performed by the field technician agent or employee. E 803.2.1.3 Certificate of Acceptance. The certificate of acceptance shall be submitted to the Authority Having Jurisdiction in order to receive the final certificate of occupancy. The Authority Having Jurisdiction shall not release a final certificate of occupancy unless the submitted certificate of acceptance demonstrates that the specified systems and equipment have been shown to be performing in accordance with the applicable acceptance requirements. The Authority Having Jurisdiction has the authority to require the field technician and responsible person to demonstrate competence, to its satisfaction. Certificate of acceptance forms are located in Section E 806.0.

    E 804.0 Commissioning Tests. E 804.1 General. Functional tests shall be performed on new equipment and systems installed in either new construction or retrofit applications in accordance with this section. The appropriate certificate of acceptance form along with each specific test shall be completed and submitted to the Authority Having Jurisdiction before a final occupancy permit can be granted.

    E 804.2 Tests. Functional testing shall be performed on the devices and systems listed in this section. The functional test results are documented using the applicable certificate of acceptance forms shown in parenthesis and located in Section E 806.0. The functional tests shall be performed in accordance with Section E 805.0 using the following forms:

    (1) Minimum ventilation controls for constant and variable air volume systems (Form MECH-2A).

  • § 10-109 High relevance — show source text

    (b) Performance approach. A building complies with the performance approach if the energy consumption calculated for the proposed design building is no greater than the energy budget calculated for the standard design building using Commission-certified compliance software as specified by Sections 10-109(c) and 10-116.

    1. Energy budget. The energy budget is expressed in terms of source energy and long-term system cost (LSC). A. Long-term system cost (LSC). The LSC energy budget is determined by applying the mandatory and prescriptive requirements of the standard design to the proposed design building and has two components, the Efficiency LSC and the Total LSC.

    i. The Efficiency LSC energy is the sum of the LSC energy for space-conditioning, water heating, mechanical ventilation, and the self-utilization credit.

    ii. The Total LSC energy is the sum of the Efficiency LSC energy and LSC energy from the photovoltaic system, battery energy storage systems (BESS), lighting, demand flexibility, and other plug loads. B. Source energy. The source energy budget is determined by applying the mandatory and prescriptive requirements of the standard design to the proposed design building. The source energy is the total annual source energy. Exception to Section 150.1(b)1. A community shared solar electric generation system, or other renewable electric generation system, or community shared BESS, which provides dedicated power, utility energy reduction credits, or payments for energy bill reductions to the permitted building and is approved by the Energy Commission as specified in Title 24, Part 1, Section 10-115, may offset part or all of the solar electric generation system and demand flexibility Energy Design Rating required to comply with the Standards, as calculated according to methods established by the Commission in the Residential ACM Reference Manual.

  • § 160.2 High relevance — show source text

    Exception to Section 160.2(b)2Axia: Systems that require servicing from inside the attic shall have the following:

    1. A fault indicator display (FID) meeting the requirements of Reference Appendix JA 17; and
    2. An attic access door located in a wall or, where attic access is provided through a ceiling, an attic access hatch that includes an integrated ladder; and
    3. A walkway from the attic access door to the HRV/ERV. b. IAQ system component accessibility. Fans, motors, heat exchangers, filters and recovery cores shall meet all applicable requirements of California Mechanical Code Section 304.0 accessibility of service. B . Dwelling unit field verification and diagnostic testing. i. Whole-dwelling unit ventilation airflow performance . The whole-dwelling unit ventilation airflow required by Section 160.2(b)2Aiv or 160.2(b)2Av shall be confirmed through field verification and diagnostic testing in accordance with Reference Appendix RA3.7.4.1.1 or NA2.2.4.1.1 as applicable for supply and exhaust systems or RA3.7.4.1.2 or NA2.2.4.1.2 as applicable for balanced systems. Balanced mechanical ventilation system airflow shall be the average of the supply fan and exhaust fan flows. Ventilation airflow of systems with multiple operating modes shall be tested in all modes designed to comply with the required ventilation airflows. ii. Kitchen local mechanical exhaust—vented range hoods. Vented range hoods installed to comply with local mechanical exhaust requirements specified in Section 160.2(b)2Avi shall be field verified in accordance with

    Reference Appendix RA3.7.4.3 or NA2.2.4.1.4 as applicable to confirm the model is rated by HVI or AHAM to comply with the following requirements: a. The minimum ventilation airflow rate as specified by Section 160.2(b)2Avi, or alternatively the minimum capture efficiency as specified by Section 160.2(b)2Avi; and b. The maximum sound rating as specified in Section 160.2(b)2Avif. iii. Heat recovery ventilation (HRV) and energy recovery ventilation (ERV) system fan efficacy. At a minimum, systems with heat or energy recovery serving a single dwelling unit shall have a fan efficacy of ≤1.0 W/cfm as confirmed by field verification in accordance with Reference Appendix RA3.7.4.4 or NA2.2.4.1.5 as applicable. If Section 170.2(c)3Biva requirements are applicable to the dwelling unit, then field verification shall instead confirm compliance with the maximum fan efficacy and minimum sensible recovery efficiency specified in Section 170.2(c)3Biva in accordance with the procedures specified in Reference Appendix RA3.7.4.4 or NA2.2.4.1.5 as applicable. iv. In multifamily buildings with four or more habitable stories, the field verification and diagnostic testing required in Sections 160.2(b)2Bi, ii and iii which requires an ECC-Rater may alternatively be performed by a certified Mechanical Acceptance Test Technician according to the requirements specified in Reference Appendix NA1.9. Frequently asked questions

When is field verification required under the Energy Code?

Field verification is required when the building’s performance compliance depends on installed features performing above the minimum prescriptive values (for example higher‑rated HVAC, lower enclosure leakage, or certain water‑heating/ventilation features). Those triggers are stated in Section 150.1(b) for residential and analogous performance sections such as Section 170.1 for multifamily/nonresidential scenarios, and the verification results must be documented on the required certificates per Section 10-103(a) .

Who signs and is responsible for Certificates of Acceptance and Installation?

The field technician who performs the acceptance tests signs the field‑technician block on the Certificate of Acceptance; a licensed contractor or registered design professional acts as the “responsible person” and signs the responsible‑person declaration to assume responsibility for the work. These roles and the requirement to submit signed certificates prior to final occupancy are laid out in the Mechanical Code Appendix E and the Certificate instructions in Title 24 .
