Sec. 3-7.301. - Create.¶
The purpose of this article is to create in the City treasury a special fund to be known as the "Employee Benefits Funds," to accumulate and disperse money for self-funded programs.
The City Council will by resolution determine the programs and level of benefits.

Sec. 3-7.302. - Deposits.¶
All money appropriated for programs authorized by the City Council to be self-funded, such as health, life, vision, dental, unemployment and related benefits, and all contributions from current and retired employees for these same purposes, and the amounts that may be earned on such funds on deposit, or from the operation of the benefit plan shall be deposited with the "Employee Benefits Funds."

Sec. 3-7.303. - Expenditures.¶
Expenditures within the Employee Benefits Fund shall consist of the payment of employee benefits and expenses for administration of the programs and maintenance of adequate City reserves.
The disbursement of money from this fund shall follow the same procedures as for all other City obligations.
The Director of Finance shall be responsible for the accounting of all receipts and disbursements.
The funds shall remain in the name and title of the City and shall not be held in any way as collateral securing any other obligation of the City of Yuba City.
