Sec. 3-3.01. - Presentation.

The furnisher of supplies and services to the City shall present a statement or invoice, in duplicate, of their demands against the City to the Finance Director.

Sec. 3-3.03. - Warrants for payment; preparation.

Upon allowing a demand a check or warrant shall be drawn upon the City Treasurer, supplying the purpose for which it is drawn and the fund from which it is to be paid. The City Council shall by resolution establish the City officers and employees authorized to sign City checks, warrants or drafts.

Sec. 3-3.04. - Special claims procedures.

Pursuant to the authority contained in Government Code § 935, the following claims procedures are established for those claims against the City for money or damages not now governed by State or local laws:

(a) Employee claims. Notwithstanding the exceptions contained in Government Code § 905, all claims by public officers or employees for fees, salaries, wages, overtime pay, holiday pay, compensating time off, vacation pay, sick leave pay, any other expenses or allowances, or any other term or condition of employment claimed due from the City, when a procedure for processing such claims is not otherwise provided by State or local laws, resolutions, or Memos of Understanding with employee groups, shall be presented within the time limitations and in the manner prescribed by Government Code §§ 910 through 915.2 as the same now reads or as hereinafter amended. Such claims shall further be subject to the provisions of Government Code § 945.4 as the same now reads or as hereinafter amended relating to the prohibition of suits in the absence of the presentation of claims and action thereon by the City Council.

(b) Contract and other claims. In addition to the requirements of subsection (a) of this section, and notwithstanding the exemptions set forth in Government Code § 905 as the same now reads or as hereinafter amended, all claims against the City for damages or money, when a procedure for processing such claims is not otherwise provided by State or local laws, shall be presented within the time limitations and in the manner prescribed by Government Code §§ 910 through 915.2 as the same now reads or as hereinafter amended. Such claims shall further be subject to the provisions of Government Code § 945.4 as the same now reads or as hereinafter amended relating to the prohibition of suits in the absence of the presentation of claims and action therein by the City Council.

(c) Filing. All claims against the City shall be filed with the City Clerk.
