2.12 — CITY MANAGER

§ 2.12.010. Creation of office.

§ 2.12.020. Qualifications for appointment.

The City Manager shall be chosen solely on the basis of his or her executive and administrative qualifications.

§ 2.12.030. Appointment and removal.

The City Manager shall be appointed by the Council to serve at its pleasure pursuant to Section 2.04.090 of this title.

§ 2.12.040. Jurisdiction.

The City Manager shall have complete jurisdiction over all departments and agencies of the City, except the City Attorney's office, the City Clerk's office, the City Treasurer's office, the Library Services Director and advisory bodies reporting directly to the Council. (Prior code § 2-3-4)

§ 2.12.050. Powers and duties.

Subject to direction from the Council, and requirement of law, the City Manager shall have plenary power over all administrative matters within his or her jurisdiction and it shall be his or her duty to assure that the work of the City is handled efficiently and effectively. In addition, the City Manager shall have the express power and authority to sign contracts involving matters previously approved by the Council.

§ 2.12.060. City Manager Pro Tempore.

The City Manager, subject to veto of a particular designation by majority vote of the Council, shall designate one of the other officers of the City to serve as City Manager Pro Tempore during his or her absence or temporary disability. During the absence or disability of the City Manager, the City Manager Pro Tempore shall have the same powers and duties as the City Manager. (Prior code § 2-3-6)

§ 2.12.070. Relationship of City Manager with Council.

Except for purposes of inquiry, neither the Council nor any of its members shall deal with any City department or agency under the jurisdiction of the City Manager by any means except through the City Manager.
