15.24.010 - Definitions.

"Motor home" means any motor vehicle which is designed for human habitation. Included are trucks on which a camping facility has been installed, either permanently or temporarily.

"Travel trailer" means any vehicle which at no time exceeds eight feet in width at its widest point and is less than forty (40) feet in length at its longest point, and is designed for human habitation whether self propelled or drawn by a motor vehicle, which is intended for permanent or semi-permanent use and which has no foundation other than wheels and temporary stabilizing units.

"Travel trailer park" means any area or tract of land where lots are rented for relatively short term occupancy to owners of travel trailers or motor homes.

15.24.020 - Supplemental regulations.

The provisions of this chapter shall be considered supplemental to applicable state regulations and other pertinent city ordinances.

15.24.030 - Prohibitions.

A. Travel trailers and motor homes, when occupied, shall be located only within approved travel trailer parks, unless a travel trailer or motor home is to be used as a temporary office for a construction project, or to provide temporary living quarters for circus or carnival personnel in accordance with the provisions of the conditional permit granted for such use.

B. Commercial activities that shall be allowed within a travel trailer park are:

  1. Coin operated laundry facilities;

  2. Coin operated food vending facilities.

C. Commercial activity areas shall be designated on the tentative map prior to approval by the planning commission.

D. The dimensions of signs in conjunction with a travel trailer park shall be regulated by the planning commission.

E. No more than one travel trailer or motor home shall be allowed on each travel trailer site.

F. It is unlawful for any person to use a travel trailer or motor home for living purposes in the city except in a licensed trailer park unless he has a permit therefore.

G. Upon written application to the planning commission a person may obtain a permit to occupy a travel trailer, motor home or mobile home on a lot in the city during the course of construction of a dwelling on the same lot. The application shall be accompanied by a building permit for the proposed dwelling. The occupancy permit shall be issued for a six-month period only and shall terminate at that time or when the dwelling is completed, whichever comes first.

H. No travel trailer or motor home shall be parked on any street or alley in the city for a period of time longer than twenty-four (24) hours.

15.24.040 - Conditional use permits.

A. A conditional use permit shall be granted prior to the commencement of construction of any travel trailer park.

B. Application for a conditional use permit under the zoning regulations of the city, shall be accompanied by the following information:

  1. A plot plan showing all physical features of the proposed travel trailer park site and adjacent public streets and areas;

  2. A complete storm drainage plan providing for the ultimate disposal of stormwater, showing on site facilities and off site storm lines;

  3. A complete sanitary sewer plan for the entire site, and individual travel trailer sites, including off site lines and, where necessary, lift stations adequate to serve the proposed development;

  4. A complete water source and distribution plan for the entire travel trailer park;

  5. A complete plot plan of sites, landscaping, parking areas, access and storage areas.

C. While the travel trailer park plan is still in sketch form, the developer may consult with the planning commission to determine the plan's conformity to the Woodlake general plan, major street plan, the zoning ordinance and other applicable city ordinances.

15.24.050 - Travel trailer park development standards.

A. Site Area. A travel trailer park shall have a minimum of two gross acres.

B. Site Density. The density of a travel trailer park shall be compatible with the general plan density for the areas proposed for travel trailer park development as determined by the planning commission. The maximum shall be sixteen (16) travel trailer sites per gross acre.

C. Minimum Yard Requirements. There shall be maintained a minimum setback of twenty (20) feet along the exterior boundaries of the travel trailer park site, except for fences up to six feet in height which may be setback a minimum of ten feet. The areas between the fences and the street property line shall be well landscaped and maintained. Any fence and landscaping matter shall be limited in height at intersections of public streets, driveways and pedestrian walkways to that deemed compatible with pedestrian and traffic safety.

D. Vehicular Circulation.

  1. Entrance driveways shall be located not less than one hundred and fifty (150) feet from public street intersections and the location and design of such entrance driveways shall be approved by the city planning commission.

  2. Driveways giving access to individual sites shall be no less than twenty-five (25) feet in width.

  3. Driveways giving access to individual sites and having parking on one side shall be no less than thirty-six (36) feet in width.

  4. Driveways shall be designed in accordance with the current structural cross-section requirements for city subdivision streets, except that widths shall conform to this code section and concrete roll type curbs and gutters no less than twenty-four inches in width may be substituted for standard curb and gutter.

15.24.060 - Sanitary sewers.

A. All travel trailer parks shall be connected to the city sanitary sewer system.

B. All sanitary sewers in travel trailer park streets shall be designed in full accord with current city public sewer standards.

C. All sewer laterals to individual sites shall comply with applicable city codes.

15.24.070 - Water systems.

A. All travel trailer parks shall be served by the city water system or by a central water supply system approved by the city.

15.24.080 - Undergrounding.

All public utilities shall be installed underground including electrical supply, telephone and street lighting cable. Usage of individual television antenna will be permitted.

15.24.090 - Trailer site development standards.

A. Size. Each travel trailer site shall be not less than one thousand five hundred (1,500) square feet in area. The minimum width of an individual site shall be thirty (30) feet.

B. Travel trailers shall be no less than five feet from any lot line nor less than ten feet from any other travel trailer.

15.24.100 - Parking.

A. There shall be one off-street parking space for every travel trailer site.

B. Supplemental parking for pleasure boats, non-occupied travel trailers and motor homes, and other uses shall be provided at a minimum ratio of one space to each five travel trailer sites. This parking area shall be clustered and shall be screened from view by means of solid fencing and/or suitable landscaping.

15.24.110 - Lighting.

Interior park lighting, with underground service shall provide for all interior streets.

15.24.120 - Landscaping.

The following provisions shall apply to all travel trailer parks:

A. All open areas except driveways, parking areas, walkways, utility areas, patios or porches shall be well landscaped and maintained.

B. Subject to planning commission recommendations, substantial trees shall be planted throughout the development, in all common areas, and at least one tree provided for every two travel trailer sites. Specimen trees of no less than ten-gallon container size shall be required at least every thirty (30) feet along any set back adjacent to public streets.

15.24.130 - Other regulations applicable.

Travel trailer park development within the city shall comply with applicable provisions of the California Health and Safety Code, as well as the regulations set forth in Title 25, Chapter 5 of the California Administrative Code, except where provisions of this chapter call for more restrictive regulations.

15.24.140 - Variance.

The regulations specified in this chapter may be varied when such variance will result in the improved design of the development and will permit desirable arrangement of structures in relation to parking areas, parkways, setbacks and street frontage.

15.24.150 - Violation—Penalty.

A violation of this chapter is not punishable as an infraction or misdemeanor, a violation of this chapter is punishable only by an administrative fine. Any person who violates any provisions of any ordinance enacted by the city, as amended from time to time, or any person who owns property upon which a violation exists, irrespective of whether that person caused the violation, shall be subject to an administrative fine or penalty up to the maximum amounts set forth by Woodlake Municipal Code Chapter 1.12.070.

Persons cited for violating this chapter may request an administrative appeal hearing as permitted by Woodlake Municipal Code Chapter 1.12.110.
