15.20.010 - Purpose.

The purpose of this chapter is to restrict the flow of pure water from evaporative coolers and air conditioning systems to the sanitary sewer system in order to reduce the cost of maintenance and operation and capital investment in sewer system and sewage treatment facilities, and to conserve the limited water supply of the city.

15.20.020 - Permits.

All installations of air conditioning systems shall hereafter be made only after issuance of a permit therefor by the city and payment of the customary building and/or plumbing permit fees to the city.

15.20.030 - Requirement of use of re-circulation pumps.

A. All new installations of evaporative coolers shall be furnished with a circulating pump.

B. All new installations of air conditioning units, industrial, commercial or residential, shall have cooling water discharge re-circulated, or shall be of such type as not to require cooling water discharge. In no case shall discharge be permitted to be connected to the sanitary sewer system except that condensation only from re-circulation units or from heat pump units, (or bleed-off water from cooling towers,) may be discharged to the sanitary sewer system, or otherwise disposed of.

C. Whenever replacements or reinstallations of existing evaporative coolers are made, the installation shall be made in accordance with the provisions of this chapter governing new installations of evaporative coolers.

D. Whenever replacements or reinstallations of air conditioning units are made, such replacements or reinstallations shall conform in all respects to the requirements for new installations of this chapter and shall be disconnected from the sanitary sewer.

E. After July 15, 1961, it is unlawful for any person to use, maintain or operate any evaporative cooler or air conditioning unit in the city which allows the escape or discharge of water either to the sewer system, any catchment basin or to the ground except as hereinabove provided.

15.20.040 - Violation—Penalty.

It is unlawful for any person to violate any provision or to fail to comply with any of the requirements of this chapter. Any person violating any provision of this chapter shall be deemed guilty of a misdemeanor.
