2.40.010 - Established.¶
The parks and recreation commission (hereinafter "commission") of the city is established. The commission shall consist of five members. At least four members shall be residents of the city. None of the members shall be officers of the city or Williams Unified School District. The board of trustees of the Williams Unified School District shall nominate two persons of whom one may be a noncity resident for appointment by the mayor with the approval of the city council; two other persons shall be appointed by the mayor with the approval of the city council; and, four members so appointed shall appoint a fifth person with the approval of the city council.

2.40.020 - Term of office.¶
The two members nominated by the board of trustees shall serve at the pleasure of the board of trustees. The other three members shall serve at the pleasure of the city council. Unless sooner removed by the city council or the board of trustees, the term of office of the members of the commission shall end on January 15th of every other even-numbered year.

2.40.030 - Members—Vacancy or removal.¶
A. Any member nominated by the board of trustees may be removed from the commission at any time by a majority vote of the board. Any of the other three members may be removed from the commission at any time by a majority vote of the city council. If a vacancy occurs other than by expiration of a term, it shall be filled by the mayor's appointment with the approval of the city council for the unexpired portion of the term.
B. . Failure to timely complete legally required training and/or Form 700 Statements of Economic Interest will result in automatic removal of the member from the commission and the city council will be notified of the removal.

2.40.040 - Chairman.¶
The commission shall elect a chairperson and vice-chairperson from among its members. The terms of the chairperson and vice chairperson shall be for one year and shall begin on January 15th one year, or as soon thereafter as the commission may elect such officers, and terminate on January 15th the following year. If a person holding such a position resigns or is removed before the end of the term, then the commission shall elect a new person to fill the position for the unexpired portion of the term.

2.40.050 - Meetings.¶
The commission shall establish by resolution a time and place of regular meetings, and shall hold at least one regular meeting each month. Special meetings of the commission may be called as provided by the Ralph M. Brown Act (Government Code Section 54950 et seq.).

2.40.060 - Quorum.¶
Three members of the commission shall be considered a quorum.

2.40.070 - Majority vote required.¶
The commission shall take action by motion or resolution. A majority vote of a quorum is required to take action on any motion or resolution.

2.40.080 - Records required.¶
The commission shall keep accurate minutes of its proceedings and transactions and through the city administrator shall render such reports to the city council as may be required.

2.40.090 - Powers and functions.¶
The powers and functions of the commission shall be as follows:
A. To hold hearings and workshops on matters pertaining to planning and development of parks, cultural activities, historical resources, recreation and capital expenditures related to community activities and facilities;
B. To conduct such other hearings and workshops as are necessary and in accordance with its own rules and regulations;
C. To report its decisions and recommendations in writing to the city council;
D. To consider, formulate, direct and propose programs, activities, resources and plans for the future growth and development of community recreation activities, parks and a recreation system in order to provide the city and its inhabitants with better community recreation services;
E. To make investigations and reports for future acquisition of park sites;
F. To make, in its advisory capacity, any and all recommendations to the city council relating to the above matters, including the extension of the parks, recreations system and community activities to outlying areas of the city;
G. In cooperation with the city administrator, the commission will consider, review and evaluate all parks, recreation programs and community activities;
H. To consider, formulate and propose cultural activities and historical preservation for the city and its residents;
I. To review and assist in formulating budgets and financial plans to finance park and recreation activities in the city.

2.40.100 - Procedural rules.¶
The commission may adopt by resolution such rules of procedure and conduct as it may deem necessary or appropriate to properly exercise its functions. Such rules shall be recommended to the city administrator and shall be subject to approval by the city council before becoming effective. All such rules shall be kept on file with the chairman of the commission, the city clerk and the mayor, and a copy thereof shall be furnished each member of the commission and any other person upon request.

2.40.110 - Coordinating powers.¶
With approval of the city council the commission shall strive to serve this community and act in a coordinating capacity with the city council, Williams Unified School District and other county-wide agencies in order to broaden the scope of all city programs and involve greater community participation.
