10.32.010 - Applicability of provisions and definitions.¶
A. The provisions of this chapter prohibiting and regulating the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device or signal.
B. For purposes of this chapter, "vehicle" means a vehicle as defined at Vehicle Code Section 670; "street" means any public street, road, roadway, highway or alley located in the city, including any street designated as a state or county highway; "chief of police" means the Chief of the Williams Police Department or his or her designee; "bus" means any motor bus, school bus, motor coach or passenger stage used as a common carrier of passengers; and "safety zone" means a safety zone as defined at Vehicle Code Section 540.

10.32.020 - Alley—Blocking prohibited.¶
No person shall stop, park or leave standing any vehicle for any purpose, other than the loading or unloading of persons or material for a period of time not to exceed three minutes, in any alley.

10.32.030 - All night parking prohibited on certain streets.¶
A. When signs are erected giving notice thereof, no person shall stop, park or leave standing any vehicle on any of the streets described in subsection B of this section for a period of time longer than ten minutes between the hours of two a.m. and six a.m. of any day, except Sundays and holidays.
B. Regulated streets:
Seventh Street from "D" Street to a point one hundred fifty feet south of "F" Street.
"E" Street from Sixth Street to Ninth Street.

10.32.040 - Angle parking prohibited.¶
Angle parking of vehicles is prohibited within the city, except as follows:
A. Where approved by the chief of police and lines have been placed on the pavement to mark the spaces allowed;
B. Church Parking. Temporary angle parking is allowed within one block of any church or other place of religious worship in the city during scheduled religious activities;
C. Temporarily at any other location where the chief of police has reason to believe that unusual traffic congestion may create a parking problem for a specific period of time.

10.32.050 - Parking away from curb prohibited.¶
A. Every vehicle stopped or parked on a street where there are adjacent curbs shall be stopped or parked with the right-hand wheels of such vehicle parallel with and within eighteen inches of the right-hand curb, except that motorcycles shall be parked with at least one wheel or fender touching the right-hand curb. Where no curbs or barriers bound the street, right-hand parallel parking is required and the right-hand wheels of the vehicle, or one wheel or fender of a motorcycle, must be within eighteen inches of the edge of the pavement, unless otherwise indicated by appropriate signs or official traffic-control devices.
B. Upon a one-way street, vehicles may be stopped or parked adjacent to curbs and pavement edges as designated in subsection A of this section except that the left side of the street may also be used.

10.32.060 - Business district—Two hour parking limit.¶
A. When signs are in place giving notice thereof, no person shall stop, park or leave standing any vehicle on any of the streets described in subsection B of this section for a period of time longer than two hours at any time between the hours of nine a.m. and six p.m. of any day, except Sundays and holidays.
B. Regulated streets:
"E" Street between Sixth and Seventh Streets.
Seventh Street between "D" and "F" Streets.

10.32.065 - Business district—One hour parking limit.¶
A. When signs are in place giving notice thereof, no person shall stop, park or leave standing any vehicle on any of the streets described in subsection B of this section for a period of time longer than one hour at any time between the hours of nine a.m. and six p.m. of any day, except Sundays and holidays.
B. Regulated street:
East curb of North Virginia Way, between North Street and State Route 20.

10.32.070 - Bus zones.¶
A. The chief of police is authorized to establish bus zones opposite curb space for the loading and unloading of busses, and to determine the location thereof, subject to the standards and limitations set forth herein.
B. No bus zone shall exceed eighty feet in length, except, that when satisfactory evidence has been presented to the chief of police showing the necessity therefor, the chief of police may extend a bus zone not to exceed a total length of one hundred twenty-five feet.
C. The chief of police shall cause a red line to be painted with a stencil and white letters reading "NO STANDING," together with the words, "BUS ZONE," upon the top or side of all curbs and places specified as a bus zone.
D. No person shall stop, park or leave standing any vehicle, except a bus, in a bus zone.

10.32.080 - Crosswalk parking prohibited.¶
No person shall stop, park or leave standing any vehicle on or within a crosswalk, except that a bus may stop in an unmarked crosswalk to load or unload passengers.

10.32.090 - Curb zones.¶
A. The chief of police is authorized to determine and mark curb zones as provided in this section as follows: (1) at any place in any business district; or (2) elsewhere in front of the entrance to any place of business, or in front of any hall or place used for the purpose of public assembly.
B. In no event shall more than one half of the total curb length in any block be reserved by curb zones.
C. Curb markings shall have the following meanings and be subject to the following restrictions and regulations:
Red shall mean no stopping, standing or parking of any vehicle at any time, except as may be permitted by the Vehicle Code, and except that a bus may stop in a red zone if marked or signed as a bus zone.
Yellow shall mean no stopping, standing or parking of any vehicle at any time between eight a.m. and six p.m. of any day, except Sundays and holidays, for any purpose other than the loading or unloading of passengers or materials, but not including routine shopping or other business while parked; provided, that such loading or unloading of passengers shall not exceed three minutes and the loading or unloading of materials shall not exceed twenty minutes.
White shall mean no stopping, standing or parking of any vehicle at any time between eight a.m. and six p.m. of any day, except Sundays and holidays, for any purpose other than the loading or unloading of passengers, or for the purpose of depositing mail in an adjacent mail box, which shall not exceed three minutes. When a white zone is located in front of a hotel or motel, these restrictions shall apply at all times. When a white zone is located in front of a theater, the restrictions apply at all times that the theater is open.
Green shall mean no stopping, standing or parking of any vehicle for more than twenty minutes at any time between eight a.m. and six p.m. of any day, except Sundays and holidays.
Blue shall mean stopping, standing or parking of any vehicle, except for vehicles that display either a distinguishing license plate or placard issued for disabled persons pursuant to Vehicle Code Sections 5007, 22511.55 or 22511.59.
D. When the chief of police as authorized under this section has caused curb markings to be placed, no person shall stop, park or leave standing any vehicle adjacent to any such legible curb marking in violation of any provision of this section.

10.32.100 - Designated streets—Parking prohibited.¶
A. When signs are posted giving notice thereof, no person shall stop, park or leave standing any vehicle at any time upon the portions of streets described in subsection B of this section.
B. The designated streets where parking is prohibited under this section are the following:
At, or within forty feet of the intersection of, E Street and Seventh Street from any direction;
At any place within twenty feet of a crosswalk at an intersection in a business district, except that a bus may stop at a designated zone;
On the west side of Seventh Street at, or within forty feet south of, the south prolongation of I Street;
At any other designated place when the city council, by resolution, determines that it is necessary to eliminate a traffic hazard;
Margurite Street;
Fifth Street between F Street and E Street;
Vann Street from Husted Road to Ruggierri Way.

10.32.110 - Disabled parking.¶
No person shall stop, park or leave standing any vehicle in a parking stall or space designated for disabled persons, unless the vehicle displays either a distinguishing license plate or placard issued pursuant to Vehicle Code Section 5007 or Section 22511.55. This applies to both publicly and privately owned property where such spaces have been designated.

10.32.120 - Driveways—Blocking prohibited.¶
No person shall stop, park or leave standing any vehicle in front of a public or private driveway, except that a bus or taxicab may stop to load and unload passengers. Where the entrance of a private driveway is not delineated by an opening in a curb, so much of the surface of the ground as is paved, surfaced, or otherwise plainly marked by vehicle use as a private driveway entrance, shall constitute the driveway.

10.32.130 - Exemption for disabled.¶
Any disabled driver whose vehicle displays a special identification license plate or placard issued under Vehicle Code Section 5007 or Section 23511.55 shall be allowed to park for unlimited periods in any otherwise restricted zone, except for any zone which absolutely by ordinance or statute prohibits the stopping, standing or parking of all vehicles or which by ordinance or statute reserves the zone for a special class of vehicle.

10.32.140 - Fire hydrant—Parking near prohibited.¶
No person shall stop, park or leave standing any vehicle within fifteen feet of a fire hydrant, except as follows: (1) if the vehicle remains attended by a licensed driver who can immediately move such vehicle if necessary; or (2) if the vehicle is owned and operated by a fire department and is clearly marked as a fire department vehicle.

10.32.150 - Fire lane—Parking prohibited.¶
No person shall stop, park or leave standing any vehicle along the edge of any street, curb or any location, whether on private or public property, designated as a fire lane. The fire lane designation shall be indicated by: (1) a sign posted immediately adjacent to and visible from the designated place clearly stating in letters not less than one inch in height that the place is a fire lane, (2) outlining or painting the place in red and, in a contrasting color, marking the place with the words "FIRE LANE," which are clearly visible from vehicle, or (3) a red curb or red paint on the edge of the street which is clearly marked with the words "FIRE LANE."

10.32.160 - Fire station—Parking near prohibited.¶
No person shall stop, park or leave standing any vehicle within fifteen feet of the driveway to a fire station. This does not apply to any vehicle owned and operated by a fire department and clearly marked as a fire department vehicle.

10.32.170 - Parking for display prohibited.¶
No person shall park a vehicle on any street for the principal purpose of advertising the vehicle for sale. The presence of signs in vehicle windows in violation of Vehicle Code view obstruction standards (see Vehicle Code Section 26708) is prima facie evidence of "advertising the vehicle for sale."

10.32.180 - Intersections—Prohibited parking.¶
No person shall stop, park of leave standing any vehicle within any street intersection.

10.32.190 - Parking space markings.¶
A. The chief of police is authorized to cause to be installed and maintained, parking space marking in and along streets to indicate parking spaces adjacent to curbs where authorized parking is permitted.
B. Where lines have been placed to delineate parking spaces, no person shall stop, park or leave standing any vehicle across or out of the designated space lines, so as to cause adjacent spaces to be unusable.

10.32.200 - Peddlers and vendors—No parking.¶
A. Except as otherwise provided in this section, no person shall stop, park or leave standing any vehicle, wagon or pushcart, from which goods, wares, merchandise, fruits, vegetables or foodstuffs are sold, displayed, solicited or offered for sale or bartered or exchanged, or any lunch wagon or eating car or vehicle on any portion of any street; except, that such vehicles, wagons or pushcarts may stand or park only at the request of a bona fide purchaser for a period of time not to exceed ten minutes at any one place. The provisions of this subsection shall not apply to persons delivering such articles upon order of, or by agreement with, a customer from a store or other fixed place of business or distribution.
B. No person shall stop, park or leave standing on any street, any lunch wagon, eating cart or vehicle, or push cart from which goods, wares, merchandise, fruits, vegetables or foodstuffs are sold, displayed, solicited or offered for sale without first obtaining a city business license.

10.32.210 - Repairs in street prohibited.¶
No person shall repair, service or otherwise maintain any vehicle parked in a street, except as may be necessitated in case of an emergency and the vehicle cannot be moved to a safer location.

10.32.220 - Safety zone—No parking.¶
No person shall stop, park or leave standing any vehicle between a safety zone and the adjacent right hand curb, or within the area between the zone and the curb as may be indicated by a sign or red paint on the curb.

10.32.230 - Schools—No parking adjacent to.¶
The chief of police is authorized to erect signs indicating no parking upon that side of the street adjacent to any school property when such parking would, in the opinion of the chief, interfere with traffic or create a hazardous situation. When official signs are erected, no person shall stop, park or leave standing a vehicle in such designated area.

10.32.240 - Sidewalk access ramp—No parking near.¶
No person shall stop, park or leave standing any vehicle in front of that portion of a curb which has been cut down, lowered or constructed to provide wheelchair accessibility to the sidewalk.

10.32.250 - Sidewalks—No parking.¶
No person shall stop, park or leave standing any vehicle on a sidewalk or sidewalk right-of-way.

10.32.260 - Parkways—No parking.¶
No person shall stop, park or leave standing any vehicle on any parkway.

10.32.270 - Street parking over one hundred twenty hours prohibited.¶
No person who owns or has possession or control of any vehicle shall stop, park or leave standing such vehicle upon any street for a consecutive period of more than one hundred twenty hours.

10.32.280 - Temporary parking prohibitions.¶
A. Whenever the chief of police determines that an emergency traffic congestion situation is or may be likely to result from the holding of public, or private assemblages, gatherings or functions, or for other reasons, the chief shall have the authority to order temporary signs to be posted indicating that the operation, parking or standing of vehicles is prohibited on such streets as the chief shall direct during the existence of such situation and the chief shall cause such temporary signs to be removed promptly thereafter.
B. When such signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, stop, park or leave standing any vehicle contrary to the directions and provisions of such temporary signs.

10.32.290 - Truck trailers—Prohibited parking.¶
A. No person shall stop, park or leave standing any trailer, semitrailer, or semi-trailer-trailer unit of a truck tractor-trailer, truck tractor-semitrailer, or truck-tractor-semitrailer-trailer combination, weighing in excess of twelve thousand pounds (six tons) on any street which has been declared a truck route.
B. "Truck-tractor," as used in this section, means the noncargo carrying power unit that operates in combination with a semitrailer, trailer or semitrailer and trailer.
C. The chief of police shall cause to be erected and maintained, appropriate signs indicating the streets affected.

10.32.295 - Large vehicle parking restrictions.¶
No person shall stop or leave standing any vehicle exceeding a maximum gross weight of eight thousand pounds on Ruggieri Street, or on 6th Street from E Street to F Street.

10.32.300 - Unattended vehicle—Prohibited parking.¶
No person shall park or leave standing any vehicle unattended on any street without first setting the parking brake and stopping the motor of the vehicle.

10.32.310 - Unattended locked vehicle—Person inside.¶
No person shall park or leave standing a locked vehicle in which there is inside any person who cannot readily escape from the vehicle.

10.32.330 - Washing vehicle in street for profit.¶
No person shall stop, park or leave standing any vehicle on a street for purposes of washing, waxing or polishing the vehicle, for profit.

10.32.340 - Recreational vehicles.¶
A. No person shall park, stop or leave standing any recreational vehicle on any public street or roadway except under the following conditions:
When legally parked for a period of time not to exceed four hours for the purpose of conducting other lawful business while in the immediate area;
When the occupants of the recreational vehicle are the guests or visitors of the residents of the property immediately adjacent to the parked vehicle, subject to the following: (1) such parking shall be allowed only during such time as the occupants are actually visiting the residents; (2) such parking shall not exceed more than seventy-two hours of continuous parking; and (3) a particular vehicle shall not be so parked at the same location more than once in a calendar year, unless more frequent visiting is approved by the chief of police in accordance with Subsection A(3) of this section;
With the written approval of the chief of police or his or her designate if he or she determines that the parking of the particular vehicle at the particular location is otherwise legal and will not adversely affect the public health, safety or welfare.
B. For purposes of this section, "recreational vehicle" means and includes the following: (1) any vehicle, whether self-propelled or drawn by another motor vehicle, which is originally designed, or permanently altered, and equipped for human habitation, and is designed for travel on public thoroughfares; (2) camp trailer, trailer, trailer coach and utility trailer (as defined at Vehicle Code Sections 242, 630, 635 and 666); and (3) any motorhome, travel trailer, fifth-wheel travel trailer, camper, tent-trailer and boat on a trailer.

10.32.350 - Permit parking program.¶
A. A permit parking program shall be established on the following segments of city streets:
• Seventh Street, from B Street to D Street.
• B Street, from Seventh Street to Sixth Street.
B. Under the permit parking program, no person shall stop, park, or leave standing any vehicle on Seventh Street, from B Street to D Street, and on B Street, from Seventh Street to Sixth Street, in appropriately signed spaces, without the required parking permit.
