10.08.010 - Generally.¶
A. The following words and phrases when used in this title shall for the purpose of this title have the meanings respectively ascribed to them in this chapter.
B. Whenever any words or phrases used in this title are not defined in this chapter, but are now defined in the Vehicle Code of the state, such definitions are incorporated in this chapter, and shall be deemed to apply to such words and phrases used in this title as though set forth in full in this chapter.

10.08.020 - Holidays.¶
"Holidays" are the first day of January, the twelfth day of February, the twenty-second day of February, the thirtieth day of May, the fourth day of July, the first Monday in September, the ninth day of September, the twelfth day of October, the eleventh day of November, the twenty-fifth day of December, and Thanksgiving Day.

10.08.030 - Loading zone.¶
"Loading zone" means the space adjacent to a curb, reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

10.08.040 - Official time standard.¶
Whenever certain hours are named in this title, they shall mean standard time or daylight savings time, as may be in current use in the city.

10.08.050 - Official traffic-control devices.¶
"Official traffic-control devices" means all signs, signals, markings and devices not inconsistent with this title, placed or erected by authority of a public body or official having jurisdiction, for the purpose of regulating, warning or guiding traffic.

10.08.060 - Official traffic signals.¶
"Official traffic signals" means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed, and which is erected by authority of a public body or official having jurisdiction.

10.08.070 - Park.¶
"Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

10.08.080 - Parkway.¶
"Parkway" means that portion of a street other than a roadway or sidewalk.

10.08.090 - Passenger loading zone.¶
"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

10.08.100 - Pedestrian.¶
"Pedestrian" means any person afoot.

10.08.110 - Person.¶
"Person" means every natural person, firm, copartnership, association or corporation.

10.08.120 - Police officer.¶
"Police officer" means every officer of the police department of the city.

10.08.130 - Stop.¶
"Stop" when required, means complete cessation of movement.

10.08.140 - Stop or stand.¶
"Stop or stand," when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or official traffic-control device.

10.08.150 - Traffic.¶
"Traffic" means pedestrians, ridden or herded animals, vehicles, street cars and other conveyances, either singly or together, while using any street for purposes of travel.

10.08.160 - On-call tow vehicles.¶
"On-call tow vehicle" means any commercial tow vehicle with an unladed weight of not more than nineteen thousand pounds, owned or operated by a towing company that is on the current police department towing rotation list and that has been authorized by the chief of police, or designee, to display a placard identifying it as an on-call tow vehicle.
