2.18.010 - Creation of office of city finance officer.¶
There is established in the government in the city of Williams the office of the city finance officer.

2.18.020 - Appointment.¶
The city finance officer shall be appointed by the city council.

2.18.030 - Compensation.¶
The city finance officer shall receive such salary and benefits as set by resolution or contract of the city council.

2.18.040 - Duties.¶
Under the direction of the city administrator, the city finance officer shall perform the following duties: (a) act as the city's accounting officer, including maintaining all records readily reflecting the financial condition of the city and all of its departments; (b) at the end of each fiscal year, prepare and present to the city council a summary statement of receipts and disbursements by department and funds, including opening and closing fund balances in the city treasury; (c) act as the investment officer for the city and transfer funds between accounts; (d) cause the financial statement of the city to be published in accordance with the provisions of Government Code Sections 40804 and 40805; and (e) to perform such other duties and exercise such other powers as may be delegated to the city finance officer from time to time by ordinance, resolution or other action of the city council.

2.18.050 - Transfer of duties—Additional duties.¶
In accordance with Government Code Sections 34004, 37209 and 40805.5, the financial duties imposed upon the city clerk by Government Code Sections 37201 through 37208 and the financial and accounting duties imposed upon the city clerk by Government Code Sections 40802 through 40805 are transferred to the city finance officer, under the direction of the city administrator. In accordance with Government Code Section 34004, the financial and accounting duties imposed upon the city treasurer by Government Code Sections 41001 through 41007 are transferred to the city finance officer, under the direction of the city administrator.

2.18.060 - Official bond.¶
Before commencing his or her duties, the city finance officer shall furnish a corporate surety bond to the city in accordance with Section 36518 of the California Government Code. Any premium for such as bond shall be a proper charge against the city.
