§ 2.64.010. Designated.

All departments of the city, except police and fire departments, shall be kept open for business from eight a.m. to five p.m. on each day of the year except Saturday, Sunday and holidays specified in this chapter.

§ 2.64.020. Holidays—Designated.

All regular, full-time employees, except temporary employees, shall have the following holidays with pay and shall not be required to work on such holidays, except as provided in this chapter:

A. January 1st (New Year's Day);

B. May 30th (Memorial Day);

C. July 4th (Independence Day);

D. First Monday in September (Labor Day);

E. Thanksgiving Day;

F. December 25th (Christmas Day);

G. Every day appointed by the President or Governor for a public fast, thanksgiving or holiday and so proclaimed by the mayor;

H. The day after Thanksgiving;

I. All other holidays that may be designated by city council resolution.

§ 2.64.030. Holidays—Occurring on weekends.

Whenever a legal holiday prescribed by Section 2.64.020 falls on a Sunday, the following Monday shall be observed as a holiday with pay; and whenever such holiday falls on Saturday, the preceding Friday shall be observed as a holiday with pay, unless by proclamation of the President or Governor the following Monday is appointed as such holiday.

§ 2.64.040. Holidays—Employee required to work—When.

Notwithstanding any other provision of this code, when it appears necessary for reasons of public health, safety or convenience, a department head may require any employee in his department to work on any holiday prescribed by Sections 2.64.020 and 2.64.030.

§ 2.64.050. Holidays—Employee required to work—Compensation.

Any regular, full-time employee, except a temporary employee, who is required to work on a holiday shall be entitled to pay, in addition to his regular salary, for the number of hours worked on said holiday, not to exceed eight hours, at an hourly rate based upon his regular monthly pay; or shall be entitled to eight working hours of compensatory time off or any lesser amount equal to the actual time worked. Such compensatory time off shall be scheduled at the discretion of the department head within one year from the date of the holiday.

§ 2.64.060. Holidays—Equal number—Exceptions.

It is the intent of this chapter that all regular, full-time employees, except temporary employees, of the city be allowed an equal number of holidays with pay throughout the year. Safety employees in the police and fire departments and employees in other departments whose workweek or workday is other than as set forth in Section 2.64.010, shall be paid for holidays prescribed in Sections 2.64.020 and 2.64.030 on the basis of an eight-hour day at an hourly rate based upon the regular monthly pay for said employee, or at the discretion of the department head, said employees may receive compensatory time off.

§ 2.64.070. Holidays—Partial shift.

When the work period or shift of certain employees includes part of a day which day is declared to be a holiday pursuant to Sections 2.64.020 and 2.64.030 and part of another day which is not such a holiday, said employee shall be paid as though the entire work shift were on such holiday; provided, that no employee shall receive compensation for more than eight hours for the same holiday period.
