§ 2.36.010. Chief—Office created—Powers and duties generally.

The police department shall be under the supervision of the chief of police, whose office is created. The chief of police shall have the duty of preserving the peace, enforcing all laws and ordinances and all other duties and powers conferred by the laws of the state of California and/or by ordinances of the city.

§ 2.36.020. Promotions.

Those eligible to advancement to the next higher classification shall be promoted only upon recommendation of the chief of police, and thereafter shall receive the salary provided for said classification.

§ 2.36.030. Copies of records—Fees.

Persons requesting copies of records, papers or instruments on file in the police department shall pay a fee as provided in Section 2.12.030 of this code, and by resolution of the city council, to the city for such service.

§ 2.36.040. Fingerprinting.

For the taking of the fingerprints of any person, the following regulations shall apply:

A. When any person is required by this code to be fingerprinted in order to receive any license, permit or certificate issued by the city, no fee for such fingerprinting shall be collected.

B. When fingerprints are taken as a part of any criminal investigation, no fee shall be charged.

C. When fingerprints are taken by the police department pursuant to state law, the fee provided for by such state law shall be collected and disposed of as therein provided. Where no fee is provided for by state law, and where a fee is not prohibited by such state law, a fee shall be collected as provided in subsection D of this section.

D. Except as provided in this section, the city shall collect a fee as set by resolution of the city council for the taking of fingerprints of any person.

§ 2.36.050. Uniforms—Requirements.

The chief of police, with the approval of the city council, shall prescribe the type of uniforms and accessories thereto to be furnished by each employee of the police department holding a position in the classification of patrolman, including patrolman assigned to motorcycle patrol, full-time monthly salaried school guard, policewoman, police matron and identification officer, said uniforms to be maintained by said employees to the satisfaction of the chief of police.

§ 2.36.060. Uniforms—Reimbursement—Amount.

The city shall reimburse the employees of the police department for furnishing and maintaining such uniforms and accessories thereto in an amount to be determined by the city council; provided, however, that the total payment to each employee shall not exceed $180 per year.

§ 2.36.070. Uniforms—Reimbursement—Time of payment.

Payment to police department employees will be made quarterly by warrants drawn on the city treasury, said warrants to be payable between the first and fifteenth days of January, April, July and October of each year.

§ 2.36.080. Uniforms—Reimbursement—Rules and regulations.

The city council shall promulgate such rules and regulations as may be necessary to determine the amount payable to each employee of the police department eligible to be reimbursed under the provisions of this chapter. Said rules and regulations may be changed from time to time by the city council.
