§ 2.08.010. Office created.¶
Pursuant to the provisions of the Government Code of the state of California, Section 36501, providing for the appointment of subordinate officers and employees as the city council deems necessary, the office of the city manager is created.

§ 2.08.020. Bond—Amount.¶
The city manager upon assuming the duties of office shall execute a bond to the city in conformity with the provisions of the Government Code of the state of California relating to bonds of public officers. The amount of the bond shall be in the penal sum of one hundred thousand dollars.

§ 2.08.030. Duties—Generally.¶
The city manager shall be the administrative head of the city government under the direction and control of the city council, except as otherwise provided in this code. The city manager shall be responsible for the efficient administration of all the affairs of the city which are under his or her control. In addition to his or her general powers as administrative head, and not as a limitation thereon, he shall have the powers and duties set forth in Section 2.08.040.

§ 2.08.040. Duties—Primary.¶
The duties of the city manager shall be:
A. Enforcement of Laws and Ordinances. The city manager shall have the power to see that the laws of the state of California pertaining to the city and all laws and ordinances of the city are duly enforced, and that all franchises, permits and privileges granted by the city are faithfully observed.
B. Control and Direction of Employees. The city manager shall have the power to control, order and give directions to all heads of departments, subordinate officers and employees of the city, except the city attorney; to transfer employees from one department to another, and to consolidate or combine offices, positions, departments or units under his direction, after input from the mayor and city council.
C. Appointment, Removal and Discipline of Employees. The city manager shall have the power to appoint, promote, discipline, demote and remove any officers and employees of the city, except the city attorney.
D. Attendance at Meetings. The city manager shall attend all meetings of the city council and its committees unless excused therefrom by the city council, except when his removal is under consideration by the city council.
E. To Advise on Financial Condition and Needs of the City. The city manager shall keep the city council at all times fully advised as to the financial condition and needs of the city.
F. Preparation and Administration of the Budget. The city manager shall prepare and submit to the city council the annual budget and to administer it after adoption.
G. Purchase of Supplies. The city manager shall have the power to purchase or cause to be purchased all supplies for all of the departments or divisions of the city.
H. Investigations. The city manager shall have the power to make investigations into the affairs of the city and any department or division thereof, and any contract or the proper performance of any obligation running to the city.
I. Complaints. The city manager shall have the power to investigate all complaints in relation to matters concerning the administration of the government of the city and in regard to the service maintained by public utilities in the city.
J. Supervision of Public Buildings and Property. The city manager shall have the power to exercise general supervision over all public buildings, public parks, streets and other public property under the control and jurisdiction of the city council and not specifically delegated to a particular board or officer.
K. Service in Other Appointive Office. The city manager shall serve in any appointive office or as head of any department within the city government for which he may be qualified when appointed thereto by the city council and to hold and perform the duties thereof at the pleasure of the city council.
L. Other Duties and Powers. The city manager shall perform such other duties and exercise such other powers as may be delegated to him from time to time by the city council.
M. Reports and Recommendations. The city manager shall have the duty and the power to make reports and recommendations as may be desirable or as requested by the city council.

§ 2.08.050. Removal—Vote required.¶
The removal of the city manager shall be only on a majority vote of the whole council.
