1537 - ESTABLISHMENT

The Audit Commission of the City of Tustin is hereby established with composition, jurisdiction, duties, terms of office, compensation and other characteristics as specified in this Part. The Audit Commission shall perform duties of oversight, review, investigation and reporting and shall provide recommendations to the City Council on matters of finance, investments and audit as shall be prescribed by the City Council from time to time. Compensation of the members of the Audit Commission shall be as prescribed by ordinance of the City Council from time to time.

1538 - MEMBERS AND QUALIFICATIONS

The Audit Commission shall consist of five (5) members, each of whom shall be both residents and registered voters of the City during all times they hold office, subject to the following exception: Up to two (2) members may reside and be registered voters within the area served by the Tustin Water Department, but outside the City.

1539 - APPOINTMENT AND TERMS

Appointment. Members of the Audit Commission shall be appointed by the Mayor with the approval of the City Council. All members of the Commission shall serve until their respective successors are appointed and qualified.

Removal. All members of the Commission shall serve at the pleasure of the City Council and may be removed upon motion of the City Council adopted by at least three (3) affirmative votes. A member of the Audit Commission shall automatically be deemed removed from office upon certification of election of that member to the City Council as provided in Section 1305b of this Code.

Terms of Office. The terms of office of the three (3) current Audit Commission members who were appointed in 2015 shall expire on March 1, 2019. The terms of office of the two (2) other Audit Commission members are hereby extended to March 1, 2021. The term of each said office shall thereafter be for four (4) years commencing on the expiration date of each office as prescribed hereinabove.

Limitation on Consecutive Terms of Office. For all terms that commence after January 1, 2017, no person shall be eligible to serve more than two (2) consecutive four-year terms on the Audit Commission. A term of office that commenced prior to January 1, 2017, shall not be counted when determining the number of consecutive terms a Commissioner has served.
