4.12.200 - Peddling without permits unlawful.

It shall be unlawful for any person to peddle, or go from place to place, or in the streets, to offer to or sell, barter, or exchange anything, without first procuring a written permit from the Chief of Police in accordance with the applicable rules and regulations of the Police Department.

4.12.210 - Issuance of permits—Records.

All permits shall be issued by the Chief of Police, and he shall keep a record showing the numbers thereof, to whom issued, the kind of business for which they are issued, the date of issuance, and the date of expiration of the permit. All such permits shall be issued subject to all conditions, rules, and regulations of the Police Department which have been adopted and approved by a resolution of the Council, it being expressly provided that nothing contained in this Article shall exempt any person from paying any and all license fees imposed by any law of the City.

4.12.220 - Permits not transferable.

No permit granted or issued pursuant to the provisions of this Article shall be assignable or transferable; nor shall it authorize any person not named therein to transact such business.

4.12.230 - Display of permit.

Any person holding such a permit shall produce it when applying for a renewal thereof and whenever requested to do so by the Chief of Police or any of his deputies, and such person shall carry and exhibit such permit to any City official when requested to do so.

4.12.240 - Exceptions to provisions— Wholesale salesmen.

The provisions of this Article shall not apply to salesmen or agents for wholesale houses or firms who solicit orders from, and sell for resale to, retail dealers.
