4.12.020 - Definitions.¶
(a) "Parkway" shall mean the City-owned land lying between the curb line and the recorded lot line.
(b) "Public easement" shall mean an area of land provided for the construction and installation of public utilities, including water mains, sewer lines, gas mains, telephone lines, electric lines, and all other items used and maintained by public utilities.

4.12.030 - Fencing on parkways and public easements.¶
No person shall construct or maintain a building or other obstruction except a fence, in accordance with Section 10.08.3250 upon any parkway beyond the recorded lot lines abutting any street or alley or upon a public easement.

4.12.040 - Owners of utilities on public easements may remove obstructions.¶
Any person having utilities located in a public easement shall have the right to remove any and all fences, buildings or other obstructions that interfere with the said easement and shall not be liable for any damages claimed by reason of the removal of the said obstruction.
