2.32.010 - Established.¶
A planning commission for the city is established, with membership, terms of office, powers and duties as provided in this chapter and by the statutes, rules and regulations of the state.

2.32.020 - Appointment of members—Organization.¶
The planning commission shall consist of five members, who shall be appointed by the city council. In addition thereto, the city administrator and the city attorney shall be ex officio or advisory members, who shall not have the power to vote.

2.32.030 - Residence requirements.¶
The members of the planning commission shall be residents and registered voters of the city.

2.32.040 - City council members not eligible.¶
No member of the city council shall be eligible for membership on the planning commission.

2.32.050 - Term of office.¶
The terms of office of all members of the planning commission shall be for four years, with staggered terms to be established by minute order of the city council. The terms of office shall commence on July 1st and shall terminate on June 30th. Nothing in this chapter shall preclude the reappointment of any planning commissioner upon the expiration of his/her term of office. All members of the planning commission shall serve at the will of the city council.

2.32.060 - Removal from office.¶
Any member of the planning commission may be removed by either of the following:
A. A majority vote of the city council; or
B. His/her absence from three consecutive regular meetings of the planning commission without cause shall be deemed to constitute the resignation of the commissioner, and the position shall be declared vacant, and the secretary of the planning commission shall immediately inform the city council of such termination. An absence due to illness or an unavoidable absence from the city, with notice thereof conveyed to the secretary of the planning commission on or before the day of any regular meeting of the commission shall be deemed an absence for cause.

2.32.070 - Vacancy filling.¶
If a vacancy occurs otherwise than by expiration of the term, it shall be filled by appointment by the city council for the unexpired portion of the term. The term of the ex officio or advisory members shall correspond to their respective terms of office.

2.32.080 - Meetings.¶
The planning commission shall establish the times, places and dates of its meetings, and establish rules and regulations for the conduct thereof.

2.32.090 - Powers and duties.¶
Except as otherwise provided by law, the planning commission shall:
A. Develop and maintain a general plan;
B. Develop such specific plans as may be necessary or desirable;
C. Periodically review the capital improvement program of the city;
D. Recommend to the city council plans for the regulation of the future growth, development and beautification of the city in respect to its public and private buildings and works, streets, parks, grounds and vacant lots;
E. Recommend to the city council plans, consistent with the future growth and development of the city, in order to secure sanitation and proper service of all public utilities, shipping and transportation facilities;
F. Recommend to the city council for approval, conditional approval or disapproval, tentative maps of proposed subdivisions of land. The council hereby designates the planning commission as its advisory agency with respect to the design and improvements of proposed subdivisions. Every such map or plat shall, prior to its final approval or disapproval by the city council, be submitted to the planning commission for action thereon;
G. Do such other things as shall be necessary to carry out the provisions of this chapter and the applicable planning laws of the state, and all other such functions as the city council may provide.
