10.44.010 Bicycles.¶
A. Any person operating or riding a bicycle shall exercise reasonable care and observe all applicable laws including yielding to pedestrians.
B. It is unlawful for any person to ride a bicycle upon any sidewalk in a business district or on any street with a designated bicycle path or way.
C. It shall be unlawful for the operator of any bicycle to carry any other person upon the handlebars of any such bicycle or for any person to so ride, or in any other manner not designed for passenger riding, upon any such bicycle upon any street, roadway, highway, or public place.
D. Every operator or passenger riding a bicycle upon a roadway shall be granted all of the rights and shall be subject to all of the duties applicable to the operator or passenger of a vehicle established by this title, except those provisions which by their nature can have no application.
E. In lieu of the imposition of the penalties authorized by this title and/or the filing of charges in a court of competent jurisdiction, the chief of police or designee may allow a first-time violator of this chapter to complete a police department-approved bicycle safety course. 10.44.020 Driving through funeral processions.¶
No driver of a vehicle shall drive between vehicles comprising a funeral procession while they are in motion, and when the vehicles in such procession are conspicuously so designated. (Ord. 37 § 1, 1987; 1987 Code § 7.40.020)
10.44.030 New pavement.¶
No person shall ride or drive any animal or any vehicle over or across any newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a sign is in place stating that the street or any portion thereof is closed. 10.44.040 Restricted access.¶
No person shall drive a vehicle onto or from any limited-access roadway, except at such entrances and exits as are established by public authority. (Ord. 37 § 1, 1987; 1987 Code § 7.40.040)
10.44.050 Restrictions on use of freeways.¶
No person shall drive or operate any bicycle, motor-driven cycle, or any vehicle which is not drawn by a motor vehicle, or drive or ride any horses or livestock, upon any highway established as a freeway, as defined in Section 604.5 of the Vehicle Code, nor shall any pedestrian walk across or along any such street so designated and described, except in space set aside for the use of pedestrians, provided official signs are in place giving notice of such restrictions. 10.44.060 Molesting of traffic counting devices prohibited.¶
It is a misdemeanor for any person, except persons authorized by the city manager, to move, molest, tamper with or damage any traffic counting device within a city highway. (Ord. 37 § 1, 1987; 1987 Code § 7.40.060)
10.44.070 Driving over fresh pavement prohibited.¶
No person shall drive any vehicle over or across any newly made pavement or freshly painted markings in any street when a barrier sign, cone marker or other warning device is in place warning persons not to drive over or across such pavement or marking, or when any such device is in place indicating that the street or any portion thereof is closed. 10.44.080 Motorcycles prohibited on trails.¶
It is unlawful for any person to operate any motorcycle or power cycle on any riders’ trail within the city. (Ord. 37 § 1, 1987; 1987 Code § 7.40.080)
10.44.090 Flashing lights.¶
No person not authorized by the city council shall erect or maintain any device which directs a beam of light in a flashing sequence toward any highway, nor shall any person erect or maintain any electric advertising sign or similar device that interferes with the visibility of any official traffic-control device or warning signal. (Ord. 37 § 1, 1987; 1987 Code § 7.40.090)
10.44.100 Removal of flashing lights.¶
The city manager shall, and is authorized by this chapter, to remove or cause to be removed every unofficial sign, signal or device placed, maintained or displayed upon any city highway contrary to the provisions of Section 473 of the Vehicle Code and this title.
