1-5-1: MEETINGS 1 :¶
(A) Regular Meetings: Regular meetings of the City Council shall be held on the first and third Tuesday of each month, unless otherwise specified by resolution of the City Council, which shall be adopted at a regular meeting. In the event that a regular meeting falls on a holiday observed by the City, the meeting shall be held on the next regular business day. The regular meetings of the City Council on the first and third Tuesday of each month shall commence at six o’clock (6:00) p.m., unless otherwise specified by resolution of the City Council which shall be adopted at a regular meeting. (B) Special Meetings; Notice: At any time the Mayor or three (3) Councilmen may call a special meeting by delivering personally, or by mail, written notice to each member of the Council, and to each local newspaper of general circulation, radio, or television station which has requested such notice in writing. Such notice must be delivered personally or by mail at least twenty four (24) hours before the time of such meeting as specified in the notice. Such written notice may be dispensed with as to any member who: 1) at, or prior to, the time the meeting convenes files with the Clerk a written waiver of such notice; 2) is actually present at the meeting at the time it convenes. (C) Special Meetings; Scope: At any special meeting the Council shall act only on matters referred to in the notice or consent.
(D) Meetings; Public: Meetings of the Council shall be public; provided, however, that nothing herein shall be construed as preventing the Council from holding executive sessions during a regular or special meeting to consider the appointment or dismissal of a public officer or to hear complaints or charges brought against the officer by another officer, unless the officer requests a public hearing. The Council may also exclude from any meeting, during the examination of a witness, any other witnesses in the matter being investigated by the Council 2

(E) Adjourned Meetings; Hour: When an order of adjournment of a regular meeting fails to state the hour at which the adjournment meeting is to be held, it shall be held at the hour specified for regular meetings.
(F) Quorum; Adjournment; Compelling Attendance 3
: A majority of the Council shall constitute a quorum for the transaction of business. Less than a majority may adjourn from time to time and compel attendance of absent members. (1963 Code)
(G) Emergency Meetings 4
: Whenever a state of war emergency exists, or a state of emergency exists, or a local emergency exists, the City Council shall meet as soon as possible. The meeting may be called by the Mayor or by three (3) Councilmen, and the place of meeting need not be within the City of Selma. (Ord. 754, 9-7-1976; amd. Ord. 2025-02, 3-18-2025)
1-5-2: PROCEDURAL RULES 1 :¶
The Council may establish rules for the conduct of its proceedings. It may punish a member or other person for disorderly behavior at a meeting. (1963 Code)
1-5-3: JOURNAL OF PROCEEDINGS 1 :¶
The council shall cause the clerk to keep a correct record of its proceedings. At the request of a member, the clerk shall enter ayes and noes in the journal. (1963 Code)
1-5-4: VACANCY FOR ABSENCE 1 :¶
If a councilman absents himself from all regular council meetings for sixty (60) days consecutively from the last regular meeting he attended, his office shall become vacant and shall be filled as any other vacancy. (1963 Code)
1-5-5: REDEVELOPMENT AGENCY 1 :¶
(A) It is hereby found, determined and declared that there is a need for a redevelopment agency to function in the city in accordance with the provisions of the community redevelopment law. Said redevelopment agency is hereby established pursuant to section 33101 of the community development law, to be known as the Selma redevelopment agency (SRA). Said redevelopment agency is hereby authorized to transact business and exercise its powers under provisions of the community redevelopment law.
(B) Pursuant to the provisions of section 33200 of the community redevelopment law, this city council hereby declares itself to be the redevelopment agency of the city and hereby finds and determines that the designation of the city council as the redevelopment agency will serve the public interest and promote the public health, safety and welfare in an effective manner in that this public body is best able to serve the needs of the community to implement the purposes of the community redevelopment law. (C) The compensation of each member of the redevelopment agency is hereby fixed at the sum of thirty dollars ($30.00) per meeting for which the agency member is in attendance, up to a maximum of four (4) meetings per month. (Ord. 2005-12, 12-5-2005)
