9-20.010 Generally. ¶
(a) The parking restrictions and regulations contained in this Article are hereby imposed upon the drives and parking areas owned or operated by the City which are adjacent to or in the vicinity of any City building or other property owned or operated by the City when appropriate signs or markers are erected giving notice of such restrictions.
(b) The following types of signs or markers shall designate and give notice of the restrictions or regulations:
(1) No parking.
(2) Reserved parking.
(3) Named City official or department.
(4) City employees.
(5) City vehicles.
9-20.020 Signs. ¶
An appropriate sign designating certain areas as parking areas and giving notice of the conditions and regulations contained in Section 9-20.030 shall be erected at all entrances to all parking areas owned or operated by the City.
9-20.030 Regulations. ¶
Whenever the signs or markers mentioned in the preceding Section are erected designating certain restricted areas, the following regulations shall apply:
(a) No parking. Whenever a drive or parking area is posted with such sign or marker, the top and face of the curb, or if there is no curb, then that section of the drive or parking area in which such parking is prohib-
ited shall be painted red and no person shall park or leave standing any vehicle, whether attended or unattended, in such drive or area.
(b) Reserved parking. Such area is reserved for persons who are visiting or conducting business with the City or attending any meeting or activity at a City building.
(c) Named City official or department. Only the City official whose name appears on such sign or marker or the member of the named department shall be authorized to park in such area; the official parking permit for such area shall be displayed on the vehicle at all times.
(d) City employees. Officers and employees of the City may obtain a permit from the City Clerk. Such permit shall authorize parking in the restricted area and shall be displayed on the vehicle at all times.
(e) City vehicles. Only vehicles owned or operated by the City may be parked in such area.
9-20.035 Designation of no parking areas by City Engineer. ¶
The City Engineer shall have authority to designate any portions of a City owned or operated parking lot, including aisles, access driveways and other areas thereof, as no parking zones and to post signs, markings or other traffic control devices giving appropriate notice of the prohibition against parking in such zones whenever the City Engineer determines that such designation is required for the safe movement of vehicular or pedestrian traffic or access for emergency vehicles.
9-20.040 Public parking in unregulated areas. ¶
The general public, while using City buildings or facilities, is authorized to park in all parking areas not posted with signs or markers enumerated in Section 9-20.030; provided, however, that parking time limits are imposed on such public parking areas when appropriate signs or markers giving notice of the time limit are erected.
9-20.050 Speed limit on drives and parking areas. ¶
No person shall drive or operate any vehicle on or across any of the drives or parking areas owned or operated by the City at a speed in excess of ten miles per hour.

9-20.060 Obstruction of drives. ¶
No person shall stop or leave standing any vehicle, attended or unattended, in any drive area adjoining or leading to any City building so as to obstruct the flow of traffic on the drive area.
9-20.070 Disclaimer of liability. ¶
The City shall not be responsible for loss or damage to any vehicles, or any personal property therein, left in any drive or parking area by reason of fire, theft or any cause whatsoever. Persons using City drives and parking areas shall do so at their own risk.
9-20.080 Enforcement of Article. ¶
It shall be the duty all policemen and Community Service Officers appointed for such purpose and all deputies of the County Sheriff performing police services in the City to enforce the regulations set forth in this Article and all State vehicle laws applicable to parking on City property.
9-20.090 Violations; penalties. ¶
The failure or refusal of any person to comply with any of the conditions or regulations set forth in this Article shall constitute a violation of Section 21113 of the Vehicle Code, and shall be punishable as an infraction as provided in Chapter 3 of this Code. In addition, any vehicle parked in violation of this Article may be towed away at the owner's expense.
