9-10.010 Application of definitions.

The definitions set forth in this Article shall be applied throughout this Chapter, unless the context or the provision clearly requires otherwise.

(a) That portion of a roadway within the prolongation or connection of the boundary lines of sidewalks at intersections where the intersecting roadways meet at approximately right angles; or

(b) Any portion of a roadway distinctly indicated for pedestrian crossing by lines or other markings on the surface.

Notwithstanding the foregoing provisions of subsection (a), there shall not be a crosswalk where the City has placed signs indicating that crossing is prohibited.

9-10.060 Highway.

"Highway" means a way or place of whatever nature, open to the use of the public for purposes of vehicular travel. Highway includes street.

9-10.070 Holiday.

"Holiday" means every Sunday and such other days as are specified or provided for as holidays in the Government Code.

9-10.080 Inoperative vehicle.

"Inoperative vehicle" means a vehicle which is not capable of being operated, or permitted to be operated, on the public streets and highways of the State because of mechanical deficiencies or lack of current valid vehicle registration or license documents.

9-10.090 Intersection.

9-10.020 Vehicles.

"Authorized emergency vehicles" means all authorized emergency vehicles described in Section 165 of the Vehicle Code, and City owned vehicles operated by the Community Service Officers of the City.

9-10.030 Bicycle.

"Bicycle" means a device upon which any person may ride, propelled exclusively by human power through a belt, chain or gears, and having one or more wheels.

"Intersection" means the area embraced within the prolongation of the lateral curb lines, or, if none, then the lateral boundary lines of the roadways, of two highways which join one another at approximately right angles or the area within which vehicles traveling upon different highways joining at any other angle may come in conflict.

9-10.100 Motor vehicle.

"Motor vehicle" means a vehicle which is selfpropelled.

9-10.040 Commercial vehicle.

"Commercial vehicle" means a vehicle used or maintained for the transportation of persons for hire, compensation or profit or designed, used or maintained primarily for the transportation of property.

9-10.110 Owner.

"Owner," as applied to a motor vehicle, means the person registered by the Department of Motor Vehicles as the owner of a vehicle.

9-10.120 Park, parking.

"Park" or "parking" means the standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading passengers or merchandise.

9-10.210 Vehicle.

"Vehicle" means a device by which a person or property may be propelled, moved or drawn upon a highway, excepting a device moved exclusively by human power or used exclusively upon stationary rails or tracks.

9-10.130 Private road or driveway.

"Private road or driveway" means a way or place in private ownership and used for vehicular travel by the owner and those having express or implied permission from the owner but not by other members of the public.

9-10.220 Vehicle Code.

"Vehicle Code" means the Vehicle Code of the State of California.

9-10.140 Residence district; residential district.

"Residence district" shall have the meaning as set forth in Section 515 of the Vehicle Code. "Residential district" means any residential zoning district as described in Chapter 15 of this Code.

9-10.150 Roadway.

"Roadway" means that portion of a highway improved, designed or ordinarily used for vehicular travel.

9-10.160 Sidewalk.

"Sidewalk" means that portion of a highway, other than the roadway, set apart by curbs, barriers, markings or other delineation for pedestrian travel.

9-10.170 Stop, stopping.

"Stop" or "stopping," when prohibited, means any cessation of movement of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or traffic control device or signal.

9-10.180 Street.

"Street" means a way or place of whatever nature, open to the use of the public for purposes of vehicular travel. Street includes highway.

9-10.190 Traffic control device.

"Traffic control device" means any sign, signal, marking or device placed or erected by the City or other public authority having jurisdiction, for the purpose of regulating, warning or guiding traffic, but does not include islands, curbs or other roadway design features.

9-10.200 Truck.

"Truck" means a motor vehicle designed, used or maintained primarily for the transportation of property.
