Sec. A13-12. - Department recognized.¶
There is in the County a department which shall be known as the Roads and Airports Department.

Sec. A13-13. - Duties generally.¶
The Roads and Airports Department shall develop and provide for the operation of a balanced system of transportation services, facilities and support activities with the goal to ensure uncongested mobility for all people and their goods.
The Roads and Airports Department shall:
(a) Plan, design, construct, maintain and operate County expressways, highways, roads and airports.
(b) Provide such other services as are directed by the Board of Supervisors or the County Executive.

Sec. A13-14. - Director recognized, appointment; administrative powers.¶
There is in the Roads and Airports Department the position of Director of the Department. The Director is appointed in accordance with provisions of the Charter, is the executive officer of the Department, and is under the supervision of the County Executive. Subject to the provisions of the Charter and the Code, the Director shall have the power to appoint, suspend or remove all assistants, deputies, clerks and other employees necessary to conduct the work of the Department.

Sec. A13-15. - Road Commissioner.¶
There is in the Roads and Airports Department the position of ex officio Road Commissioner who shall be a California registered civil engineer. The Board of Supervisors shall appoint a single Road Commissioner pursuant to a noticed public hearing on the qualifications of the candidate.

Sec. A13-16. - Monitoring and reporting program.¶
(a) In accordance with applicable law, environmental monitoring and reporting programs shall be developed in conjunction with Roads and Airports Department projects when mitigation measures are imposed in order to mitigate or avoid sufficient environmental impacts.
(b) The Board of Supervisors shall be responsible for adopting environmental monitoring and reporting programs for projects on which the Roads and Airports Department acts as the lead agency. The Board of Supervisors shall adopt an environmental monitoring and reporting program concurrently with its approval of findings in an environmental impact report or its adoption of a negative declaration.
(c) The Director shall designate staff within the Department to coordinate the environmental monitoring and reporting programs, and shall provide these persons with the appropriate amount of support staff and material. In addition, the Department shall adopt administrative procedures to ensure that the environmental monitoring and reporting programs are cost-effective and efficient.
(d) When an agency having jurisdiction by law over natural resources affected by a Roads and Airports Department project requests changes in the project or proposes additional mitigation measures or permit conditions that are ultimately agreed to by the Department, the Department shall incorporate the changes into the environmental monitoring and reporting program prepared for the project.
(e) The provisions of this section relating to environmental monitoring and reporting programs shall be superseded by any conflicting provisions in the California Environmental Quality Act or its guidelines. With respect to projects for which the Roads and Airports Department acts as the lead agency, the provisions of this section shall supersede conflicting provisions in Section A33-24 of this Code.
