Sec. 22A-77. - Measurements, tests and analyses.¶
All measurements, tests, analysis of the characteristics of waste to which reference is made in this article shall be determined in accordance with Standard Methods for the Examination of Water and Waste-Water, 13th Ed., published by the American Waterworks Association and later editions and amendments thereto, or other methods acceptable to the Director of Public Works, and shall be determined by suitable samples.

Sec. 22A-78. - Backwater prevention devices.¶
(a) A backwater prevention device will be required whenever the level of the lowest floor that has plumbing fixtures is lower in elevation than the upstream manhole or cleanout on the sewer main to which the lateral connects.
(b) Overflow devices shall be installed at the junction of the building drain and building sewer unless otherwise authorized by the public works director.
(c) If the building sewer is larger than four inches inside diameter, two overflow devices in tandem shall be required.
(d) Where it is not possible to use an overflow device, a gate valve and backwater check valve shall be installed in a Brooks Products 66 Series seventeen-inch by thirty-inch meter box with cover and extension or equal.
(e) If it is determined that a sewage overflow would be detrimental to the public health and safety, a backwater check valve shall be required.

Sec. 22A-79. - Investigation powers.¶
The officers, inspector, managers, and any duly authorized employees of the county, shall be permitted to enter in and upon any and all properties for the purposes of inspection, reinspection, observation, measurement, sampling, testing or otherwise performing such duties as may be necessary in the enforcement of the provisions of the ordinances, rules and regulations of the county. If necessary under the circumstances, such officials shall obtain an inspection warrant pursuant to Title 13 of Part 3 of the Code of Civil Procedure to obtain right of entry for such purpose.

Sec. 22A-80. - Violation.¶
Any person found to be violating any provision of this or any other ordinance, rule or regulation of county shall be served written notice stating the nature of the violation and providing a reasonable time limit for the satisfactory correction thereof. The offender shall, within the period of time stated in such notice, permanently cease all violations. All persons shall be held strictly responsible for any and all acts of agents or employees done under the provision of this or any other ordinance, rule or regulation of the county. Upon being notified of any violation of this chapter, the person or persons having charge of said work shall correct the same within the time limit established.

Sec. 22A-81. - Public nuisance.¶
Continued habitation of any building or continued operation of any facility in violation of the provisions of this or any other ordinance, rule or regulation of the county is hereby declared to be a public nuisance. The county may cause proceedings to be brought for injunctive relief and/or for the abatement of the occupancy of the building or facility during the period of such violation. In such event there is to be paid to the county reasonable attorney's fees and costs of suit arising in said action in an amount to be set by the court.

Sec. 22A-82. - Liability for violations.¶
Any person violating any of the provisions of the ordinances, rules or regulations of the county shall become liable to the county for any expense, loss or damage occasioned by the county by reason of such violation. If county expenses are not paid within the time designated, all moneys owed county shall become a judgment against the property and county shall collect such costs plus ten percent annual interest along with service charges on the tax roll as provided herein.

Sec. 22A-83. - Misdemeanor.¶
In addition to the foregoing, any violation of the terms, provisions or requirements of this chapter of the Santa Barbara County Code is a misdemeanor and is punishable by a fine of not to exceed five hundred dollars or by imprisonment in the county jail for a term of not to exceed six months or by both such fine and imprisonment.
