Sec. 22A-26. - Applicability of Uniform Plumbing Code.

All public and private sewers, new sewers, sewer connections, sewage pumping plants, cesspools, seepage pits, and septic tanks in the Mission Canyon area shall be properly designed and constructed and shall comply with all applicable provisions of this chapter, the Uniform Plumbing Code, and all applicable state and federal laws, rules, and regulations. Furthermore, since both the effluent from the community sewer system in the public sewer service area, and all waste removal from septic tanks and cesspools in the septic tank maintenance area are to be ultimately disposed of by the city sewage disposal plant, pursuant to the provisions of a joint powers agreement between the county and the city, the county shall enforce rules and regulations requiring all persons using said sewer facilities to comply with all ordinances, resolutions, rules and regulations of the City of Santa Barbara, now or hereinafter enacted concerning the type and condition of sewage and wastes permitted to be discharged into the sewers, and shall prohibit any person from discharging into Mission Canyon sewer system wastes which users of city's sewer system could not discharge.

Sec. 22A-27. - Prohibition of septic waste discharge.

Discharge of any septic tank effluent into the Mission Canyon sewer system is prohibited.

Sec. 22A-28. - City waste discharge permit.

Performance of any act by users of the Mission Canyon sewer system which does not comply with city's current waste discharge permit is prohibited.

Sec. 22A-29. - Prohibited discharges.

No industrial waste whatsoever, or surface or storm water may be discharged into the Mission Canyon sewer system.

Sec. 22A-30. - Final connection date.

Unless specifically exempted by the public works director, all plumbing which receives the waste discharge from any dwelling units or structures or buildings within the sewer service area, which are or have been completed prior to March 1, 1987, shall be properly and legally connected to an available public sewer of county on or before March 1, 1987. All such dwelling units, buildings or structures completed after March 1, 1987, within the boundaries of the public sewer service area shall be connected to an available public sewer of county before county will issue an occupancy permit. If such connections are not so made by March 1, 1987, the county, in addition to, or in lieu of any other remedies it may have, may connect or cause to be connected any such dwelling units, buildings, or structures to an available public sewer and charge the cost thereof, plus an administrative charge of ten percent of the cost, to the owner or owners of the lot or lots concerned, to be collected as other such charges are collected.
