Sec. 22A-1. - Generally.

As used in this chapter, the following words and terms shall have the following meanings, unless a different meaning is clearly intended from the context of the language.

Sec. 22A-2. - City.

"City" means the chartered incorporated city of Santa Barbara, California, the city council, and the territory located within its boundaries.

Sec. 22A-3. - Connection charge.

"Connection charge" means and includes a proportionate share of all local costs associated with construction of the sewer lines in the Mission Canyon Sewer District as determined by the board of supervisors by resolution, and shall include (without limiting such items) the proportionate construction costs, incidental expenses associated with said construction, and City of Santa Barbara capacity charges plus the net effect of interest costs of the bonds sold for the assessment district.

Sec. 22A-4. - County.

"County" means the County of Santa Barbara, California, the board of supervisors of the County of Santa Barbara, and the unincorporated territory located within its boundaries.

Sec. 22A-5. - Terms for equipment and operations.

All terms pertaining to or associated with any type of sanitary disposal facility, equipment or operations shall have the meanings ascribed to them in the Uniform Plumbing Code, unless otherwise specifically stated.

Sec. 22A-6. - Department of public works.

"Department of public works" means the Santa Barbara County department of public works, including its officers, employees and authorized agents.

Sec. 22A-7. - Discharge.

"Discharge" means to place waste in the sewersystem, or to cause waste to be placed in the sewer system.

Sec. 22A-8. - Domestic sewage.

"Domestic sewage" means any and all waste substance, liquid or solid, associated with human habitation, which is not industrial waste, and is of such character as to permit satisfactory disposal without special treatment.

Sec. 22A-9. - Industrial waste.

"Industrial waste" means any and all liquid or solid waste substance, not domestic sewage, from any commercial, producing, manufacturing or processing operation of whatever nature.

Sec. 22A-10. - Licensed contractor.

"Licensed contractor" means any contractor duly licensed by the State of California, whose license authorizes him to execute contracts for sanitary sewage disposal systems, as provided in the California Business & Professions Code and in Title 16 of the California Administrative Code,

Sec. 22A-11. - Lot.

"Lot" means any piece or parcel of land bounded and defined or shown upon a plot or deed recorded in the office of the county clerk-recorder, as a separate or individual parcel, except that in the event any building or structure covers more than one lot, the word "lot" shall include all such pieces or parcels of land upon which such building or structure is wholly or partly located.

Sec. 22A-12. - Mission Canyon area.

"Mission Canyon area," for purposes of this chapter, means the unincorporated territory of the County of Santa Barbara included within the boundaries of County Service Area No. 12.

Sec. 22A-13. - Mission Canyon sewer system.

"Mission Canyon sewer system" means all facilities required for conveyance of waste from the Mission Canyon sewer service area to the trunk sewer lines of the City of Santa Barbara.

Sec. 22A-14. - Person.

"Person" means and includes any individual, finn, partnership, joint venture, association, group, or governmental entity.

Sec. 22A-15. - Properly shredded garbage.

"Properly shredded garbage" means solid waste derived from domestic cooking and dispensing of food which has been shredded to such a degree that all particles will be carried freely under the flow conditions normally prevailing in the sewer system.

Sec. 22A-16. - Public sewer service area.

"Public sewer service area" means the portion of the Mission Canyon area which is within an area subject to or to become subject to a California Department of Health prohibition against installation of individual sewage disposal systems or to a county moratorium on the installation of individual sewage disposal systems.

Sec. 22A-17. - Septic tank maintenance area.

"Septic tank maintenance area" includes all of County Service Area No. 12 (including all future annexations and additions) which is outside of the public sewer service area, and, in addition, those parcels which are within the public sewer service area and which have an approved exemption from connection to the public sewer.

Sec. 22A-18. - Sewer system.

"Sewer system" means all facilities required for the conveyance of wastes to the treatment facilities.

Sec. 22A-19. - Strong concentrations.

"Strong concentrations" means any material not specifically mentioned in this chapter which is of sufficient concentration to result in deleterious effects on the sewer system or the receiving waters.

Sec. 22A-20. - Treatment facilities.

"Treatment facilities" means wastewater treatment plant or plants owned by the City of Santa Barbara including any works, equipment or structures utilized in the physical, chemical or biological treatment of waste prior to fmal disposal.

Sec. 22A-21. - Uniform Plumbing Code.

"Uniform Plumbing Code" means the latest edition of the Uniform Plumbing Code promulgated by the International Association of Plumbing and Mechanical Officials or their successors, as adopted and modified by the county.

Sec. 22A-22. - Unusual strength or character waste.

"Unusual strength or character waste" means waste treated by processes designed for domestic waste but exhibiting higher than average concentrations of specific constituents such as chemical oxygen demand, biochemical oxygen demand and suspended solids.

Sec. 22A-23. - User.

"User" means any person who discharges or causes or permits the discharge of waste into the Mission Canyon sewer system.

Sec. 22A-24. - Waste.

"Waste" means any material discharged into the Mission Canyon sewer system.

Sec. 22A-25. - Waste constituents and characteristics.

"Waste constituents and characteristics" means the individual chemical, physical, bacteriological, and radiological parameters including volume, flow rate and such other parameters that serve to define, classify, or measure the contents, quality, quantity and strength of waste.
