Sec. 22A-31. - Uniform Plumbing Code— Charges.¶
All persons connecting to the county community sewer system in the Mission Canyon area, shall comply with all applicable requirements of the Uniform Plumbing Code, including payment of all charges required thereunder, or by this chapter.

Sec. 22A-32. - Payment of connection charges— Exceptions.¶
Prior to connection to any available county sewer in the Mission Canyon area, the user shall pay the county auditor-controller a connection charge as defined in Article I of this chapter. The user shall also be responsible for all costs of the sewer line from the main sewer, or sewer lateral if one exists, to the building sewer. Such connection charge shall not apply to any building or parcel which has been fully assessed as part of the Mission Canyon assessment district or any other assessment district proceedings for construction of sanitary sewer facilities.

Sec. 22A-33. - Collection of connection charges.¶
All connection charges due under this Article III shall be deemed to be a debt to county, and any owner or occupant connected to the county Mission Canyon sewer system without such connection charges first having been paid, shall be liable to county in an action in the name of county in any court of competent jurisdiction for the amount of such charges plus the ten percent interest from the date of connection until such charges and interest thereon are paid.
