Sec. 22A-67. - Construction permit required.

Before construction can begin on a private wastewater disposal system to serve new construction, the owner shall obtain a permit from the county public works department, division of building and safety. Copies of the plans and specifications for such a system must be submitted for review and approved before a permit is issued.

Sec. 22A-68. - Modification or reconstruction.

Before modification or reconstruction can begin on an existing private wastewater disposal system to serve existing buildings, the owner shall obtain a permit from the county public works department, division of building and safety. Plans must be submitted for review and approved before a permit is issued.

Sec. 22A-69. - Design requirements.

The type, capacity, location and layout of a wastewater disposal system shall comply with the Uniform Plumbing Code and the rules and regulations of the county and shall comply with the rules and regulations of the department of public health of the State of California. No permit shall be issued for any wastewater disposal system on a lot or parcel inadequate for the purpose. No wastewater disposal system shall be permitted to discharge to ground surface or to any stream or watercourse. Each disposal system shall be provided with a suitable access for purpose of inspection.

Sec. 22A-70. - Inspection required.

County officials shall be allowed to inspect the repair, replacement, or reconstruction work at any stage and, in any event, the applicant for the construction permit shall notify the inspector when the work is ready for final inspection and before any underground portions are covered. Each existing system shall be modified to incorporate an access by which septic tanks may be inspected.

Sec. 22A-71. - Additional requirements.

No statement contained in this article shall be construed to interfere with any additional requirements that may be imposed by any law, ordinance, rule or regulation of legally constituted authority having jurisdiction in such matters.

Sec. 22A-72. - Violation of county standards— Notice.

f the county's inspector determines that a wastewater disposal system is discharging in violation of the county standards, a notice will be forthwith mailed by the county to the owner at his address as shown on the assessor's tax roll, which notice shall describe the violation and shall state that the deficiencies must be corrected by a certain date unless the owner proves, to the satisfaction of the county that the system is operating satisfactorily. If such proof is not made, such system will be subject to the measure for mitigation of failure or to the procedures for enforcement as herein provided.

Sec. 22A-73. - Systems subject to mitigation measures.

Any wastewater disposal system which discharges in violation of the county standards, for whatever reason, will be deemed to be a failed system and will be subject to the mitigation measures herein provided.

Sec. 22A-74. - Repair or reconstruction.

The owner of the lot or parcel upon which there exists a failed wastewater disposal system shall be responsible for its repair, reconstruction or replacement.
