Chapter 27.69 — RECYCLING FACILITIES

27.69.010 PURPOSE.

The purpose of the Chapter is to set forth procedures to permit and regulate the establishment of recycling facilities subject to certain standards and conditions.

27.69.020 DEVELOPMENT STANDARDS.

The following minimum development standards shall apply to all recycling facilities and reverse vending machines in the City. For the purpose of this section, the term "facility" shall mean all recycling centers, reverse vending machines, and bulk reverse vending machines.

(a) All facilities shall be constructed of durable waterproof and rustproof material. Such containers shall be secured from unauthorized entry.

(b) All facilities shall be maintained in a clean or litter free condition on a daily basis.

(c) All facilities shall be clearly marked to identify the type of material which may be deposited. The facility shall be clearly marked to identify the name and telephone number of the facility operator, hours of operation, and a notice stating that no materials shall be left outside the recycling container.

(d) All storage of material shall take place within the facility; no outdoor storage of material is permitted.

(e) No facility shall occupy required parking spaces, landscape areas, or transition yards nor obstruct pedestrian, vehicular, or emergency vehicle access.

(f) Containers for the 24-hour donation of materials shall be at least 100 feet away from any abutting residential zoned property.

(g) Hours of operation for attended facilities shall be limited to 8 a.m. to 9 p.m.

(h) There shall be no more than one (1) recycling center and three (3) reverse vending machines on one site.

(i) All facilities shall be located on sites with permanent, operating, legally established businesses.

(j) Design and colors of the center shall be compatible with other businesses on the site. Improvements may be required to ensure compatibility, including but not limited to landscaping, screening, trailer skirting, and parking lot improvements.

27.69.030 SIGNAGE.

(a) Reverse Vending Machines—Signage shall not exceed four (4) square feet per machine (not including operating instructions) and shall be mounted flat on the side of the machine.

(b) Recycling Facilities—Signage shall be limited to sixteen (16) square feet (not including operating instructions).

27.69.040 OFF-STREET PARKING.

Reverse vending machines shall not increase the off-street parking requirement of the site's principal use. Recycling centers shall provide one additional off-street parking space for each attendant and drop-off area for unloading of materials.
