6.56.010 Public pool and billiard room defined. ¶
As used in this chapter, a "public pool or billiard room" shall mean and include any public place, resort or establishment having within its premises three or more pool tables or billiard tables, or combination thereof, regardless of size, and whether activated manually or by the insertion of a coin, token, or other mechanical device. 6.56.020 License - Required. ¶
No person shall operate in the city any public pool or billiard room without a license therefor from the city.

6.56.030 License - Fee. ¶
The license fee for operating a public pool or billiard room shall be as set forth in the schedule of fees established by resolution of council. (Prior code § 6224.11; Ord. 21285.)
6.56.040 Permit - Required. ¶
No person shall operate in the city any public pool or billiard room without first obtaining a written permit from the chief of police. Such permit shall be in addition to the license required under Section 6.56.020.

6.56.050 Permit - Police investigation and recommendation. ¶
The chief of police, in conjunction with the planning department, shall conduct an investigation of the applicant and premises seeking a permit under this section for the operation of a public pool or billiard room; and the ensuing recommendations of the police and planning departments shall be attached to and made a part of the permit application.

6.56.060 Number of permits limited. ¶
Not more than twenty-five permits of the character called for by this chapter shall be in effect in the city at any one time; provided, that the passage of this chapter shall not be deemed to revoke any existing permit; and provided, further, that the council may, in its discretion, renew any existing permit until such time as it may be revoked by action of the council or by attempted transfer. 6.56.070 Permit - Notice of application - Posting requirements. ¶
- A. Each applicant for a permit under this chapter shall post in a conspicuous place at the street entrances of the premises to be occupied by applicant, a notice setting forth the information required for such application, and a statement that written protests to the granting of such application may be filed with the city council at any time prior to the date for hearing such application, which shall be fixed by the council upon its receipt, at a time not less than ten days after the council meeting at which said application is first presented.

BUSINESS LICENSES AND REGULATIONS
B. No license shall be issued for such premises until such notice has been so posted for ten days immediately prior to the issuance of said license. The notice specified herein shall be provided by the city clerk.

6.56.080 Persons under the age of sixteen years excluded when. ¶
No person operating any public pool or billiard room in the city and no person in actual charge of any public pool or billiard room in the city shall permit any person under the age of sixteen years to enter or remain in such public pool or billiard room after ten p.m. on any day or before six a.m. on the following day, unless such minor is accompanied by his parent, guardian or adult spouse. 6.56.090 Establishment to post applicable code sections. ¶
A copy of the applicable sections of this Code, furnished by the city clerk, shall be conspicuously posted and at all times kept posted in each room of every such pool or billiard establishment in the city, by the person conducting the same; and printed copies of the applicable sections of this Code shall be furnished every such person by the city clerk, upon application.

6.56.100 Games of chance prohibited. ¶
No person conducting any public pool or billiard room in the city, or employees of such person, shall permit the playing of any game of chance or skill, played with cards, the outcome of which the loss or gain of money, merchandise or other things of value is hazarded, in any such public pool or billiard room.

6.56.110 Private rooms prohibited. ¶
No person conducting any such pool or billiard room in the city, or employee of such person, shall maintain in connection with such pool or
billiard room any private room, excepting rooms used exclusively as toilets or lavatories, or for storage purposes; and "private rooms" shall be deemed to be those rooms the entire interior of which are not exposed to view from the main entrance to such pool or billiard room, or from one of the main rooms regularly and habitually used by the general public for the playing of pool or billiards.
