11-1700 - SMOKING.

No person shall smoke in any place on the Airport where smoking is prohibited by state law or County ordinance. In addition, no person shall smoke within any baggage claim pavilion, the Security Identification Display Area, any hangar or within one hundred (100′) feet of any Aircraft.

11-1701 - STORAGE.

(a) No person shall store or stack material or equipment on the Airport in any manner that constitutes a fire hazard.

(b) No person shall keep or store any flammable liquid, gas signal flare, or other similar material in a hangar or other building on the Airport, except that such material may be kept in an Aircraft in proper receptacles, in rooms or areas or in safety cans as approved by the County Fire Chief.

(c) Each lessee of a hangar on the Airport shall provide suitable metal receptacles, with self-closing covers, for storing waste, rags and other rubbish, and shall be responsible for the removal of all rubbish from the leased area.

11-1702 - CLEANING FLUIDS.

No person shall use a flammable liquid having a flash point of less than one hundred ten degrees Fahrenheit (110° F) to clean an Aircraft or other engine, propeller or appliance on the Airport, unless it is done in the open air or in a room specifically set aside for that purpose. If a room is used, it must be a properly designed, fireproof and ventilated room or building, equipped with automatic sprinklers and adequate and readily accessible fire extinguishing apparatus, and in which all lights, wiring, heating, ventilation equipment, switches, outlets and fixtures are explosion proof, spark proof and vapor proof.

11-1703 - APRON SURFACE AREAS AND FLOOR SURFACES.

Each person to whom a space on the Airport is leased, assigned, or made available for use, shall keep the space free and clear of weeds, oil, grease or other foreign materials that could cause a fire hazard or a slippery or otherwise unsafe condition.

11-1704 - DOPING MATERIALS.

(a) No person shall apply a doping material on the Airport except in a properly designed, fireproof and ventilated room or building in which all lights, wiring, heating, ventilation equipment, switches, outlets and fixtures are explosion proof, spark proof and vapor proof, and in which all windows and doors are easily opened.

(b) No person shall enter or work in a room where doping materials are being used unless he is wearing spark proof shoes.

11-1705 - FUELING OPERATIONS.

(a) No person shall fuel or defuel an Aircraft on the Airport while:

(1) Its engine is running;

(2) It is in a hangar or enclosed place;

(3) Passengers are in the Aircraft, unless a passenger loading ramp is in place at the cabin door, the door is open, and a cabin attendant is at or near the door;

(4) Operating a radio transmitter or receiver, or operating electrical switches.

(b) No person shall start the engine of an Aircraft on the Airport if there is any gasoline or other flammable liquid on the ground underneath.

(c) During the fueling of an Aircraft, the dispensing apparatus and the Aircraft must both be grounded in accordance with orders and instructions of the Airport Director.

(d) Each person engaged in fueling or defueling shall exercise care to prevent the overflow of fuel, and must have readily accessible adequate fire extinguishers.

(e) During the fueling or defueling of an Aircraft, no person shall, within one hundred (100′) feet of that Aircraft, smoke or use any material that is likely to cause a spark or be a source of ignition.

(f) Each hose, funnel or apparatus used in fueling or defueling an Aircraft must be maintained in a safe and non-leaking condition and must be properly grounded to prevent ignition of flammable liquids.

(g) Each person fueling or defueling an Aircraft on the Airport shall comply with the fire safety requirements and the fuel spill procedures presented in the Airport Minimum Standards document adopted by the Board of Supervisors and as amended from time to time.

11-1706 - FIRE APPARATUS.

Each tenant on the Airport shall supply and maintain an adequate and readily accessible portable fire extinguisher, approved by underwriter laboratories and registered by the State of California State Fire Marshal's Office (Article 10 Uniform Fire Code) for the hazard involved as the Airport Director considers necessary.

11-1707 - REPORTING USE OF FIRE EXTINGUISHER EQUIPMENT.

Use of any fire extinguisher equipment under any circumstances shall be reported to the Airport Director and the local Fire Chief immediately after use.
