SEC. 5.22-1. ANIMAL ADVISORY COUNCIL; MEMBERSHIP; APPOINTMENT; TERM.

(a) There is hereby established an Advisory Body as defined in Section 5.1-1 to be known as the Animal Advisory Council of the City (hereafter called “Council”), consisting of 11 members. Notwithstanding Section 5.4-4, members shall serve two-year terms and may serve up to six terms. A part of a term that exceeds one year shall count as a full term; a part of a term that is one year or less shall not. Notwithstanding the preceding sentence, the current term of any person serving on the Council on January 1, 2027 shall count as a full term if the person serves more than one year of that term. Terms completed on or before December 31, 2026 shall not count as a term for the purpose of the lifetime term limit.

(b) The Council shall consist of the Director of the Animal Care and Control Department or their designated representative, seven members to be appointed by the Board of Supervisors, and one City Department representative member appointed by each of the following: the Director of the Department of Public Health or their designated representative, the Chief of Police or their designated representative, and the General Manager of the Recreation and Park Department or their designated representative. The members appointed by the Board of Supervisors shall be six members representing the general public having interest and experience in animal matters. It is desirable but not required that one member appointed by the Board of Supervisors be a licensed veterinarian practicing in San Francisco. A member who is a licensed veterinarian, if any, and practices in San Francisco need not be a resident of San Francisco.

(c) Voting members of the Council shall consist only of the seven members appointed by the Board of Supervisors. The Director of the Animal Care and Control Department, the Director of the Department of Public Health, the Chief of Police, and the General Manager of the Recreation and Park Department, or their designated representatives, shall report to the Council regarding their respective Department’s activities, and participate in general discussions before the Council as non-voting members.

No two individuals on the Council shall be representatives, employees or officers of the same group, association, corporation, organization, or City Department.

SEC. 5.22-2. POWERS AND DUTIES.

In addition to any other powers and duties set forth in this Article, the Council shall have the power and duty to: (a) Hold hearings and submit recommendations regarding issues related to animals to the Board of Supervisors, the Mayor, and the City Administrator.

(b) Study and recommend requirements for the maintenance of animals in public, private, and commercial care.

(c) Work with the Tax Collector, the Director of the Animal Care and Control Department, and authorized licensing entities to recommend dog licensing procedures and fees.

SEC. 5.22-3. SUNSET.

Unless the Board of Supervisors by ordinance extends the term of the Council, Article XXII will expire by operation of law, and the Council shall sunset, on June 1, 2029. In that event and after that date, the City Attorney shall cause these sections to be removed from the Administrative Code.
