Sec. 10-166. - Required.¶
It shall be unlawful for any person, whether as principal, officer, clerk, agent or employee, either for himself or for any other person, to engage in, conduct, manage, maintain or carry on the business of a pocket billiard or billiard room in the city without first having procured a license from the city council.

Sec. 10-167. - Application.¶
Any person who shall desire to procure a license for conducting or maintaining a pocket billiard or billiard room shall make application in writing to the city council. Such application shall set forth the name of the applicant and, if an association, the names of the members thereof and, if a corporation, the names of the officers thereof. Such application shall be considered by the city council as soon after the application has been received as is convenient, and the determination of the council thereon shall be final and conclusive.

Sec. 10-168. - Fee.¶
The fee for a license required by this division shall be as established by section 22-153 of this Code.

Sec. 10-169. - Issuance.¶
When the city council has approved an application for a license under this division, the city clerk shall issue the license upon the payment of the fee prescribed therefor.

Sec. 10-170. - Revocation.¶
After a hearing held upon due notice given and at which all interested parties may be present, any license issued under this division may be revoked when due and sufficient proof has been made that the holder thereof has failed to comply with any section of this article.
