SEC. 72.230. RIDING BICYCLES ON SIDEWALKS PROHIBITED.

It shall be unlawful for any person to ride a bicycle upon any sidewalk in a business district.

SEC. 72.231. RIDING ON BICYCLES.

It shall be unlawful for the operator of any bicycle or motorcycle to carry any other person upon the handlebars of any such

bicycle or motorcycle or for any person to so ride upon any such vehicle or bicycle upon any highway.

SEC. 72.232. CLINGING TO MOVING VEHICLES.

It shall be unlawful for any person traveling upon any bicycle, motorcycle, toy vehicle or other moving device of any nature whatever, on any public highway to cling to or attach himself or his vehicle, or such device, to any other moving vehicle.

SEC. 72.233. TRAFFIC LAWS APPLY TO PERSONS RIDING BICYCLES.

Every person riding a bicycle upon a roadway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle established by this division, except those provisions which by their nature can have no application.

SEC. 72.234. DRIVING THROUGH FUNERAL PROCESSIONS.

No driver of a vehicle shall drive between vehicles comprising a funeral procession while they are in motion and when the vehicles in such procession are conspicuously so designated.

SEC. 72.235. NEW PAVEMENT.

No person shall ride or drive any animal or any vehicle over or across any newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a sign is in place stating that the street or any portion thereof is closed.

SEC. 72.236. RESTRICTED ACCESS.

No person shall drive a vehicle onto or from any limited access roadway except at such entrances and exits as are established by public authority.

SEC. 72.237. RESTRICTIONS ON USE OF FREEWAYS.

No person shall drive or operate any bicycle, motor driven cycle, or any vehicle which is not drawn by a motor vehicle, or drive or ride any horses or livestock, upon any highway established as a freeway, as defined by Section 604.5 of the Vehicle Code, nor shall any pedestrian walk across or along any such street so designated and described except in space set aside for the use of pedestrians, provided official signs are in place giving notice of such restrictions.

SEC. 72.238. PEDESTRIANS SUBJECT TO TRAFFIC CONTROL SIGNALS.

Pedestrians shall be subject to traffic control signals installed and maintained pursuant to this division.

SEC. 72.239. PEDESTRIAN TUNNELS.

It shall be unlawful for any pedestrian to cross any highway within 500 feet of any regularly established and maintained underpass, subway, bridge or grade separation intended for the use of pedestrians in crossing highways except by the use of such underpass, subway, bridge, or grade separation.

SEC. 72.240. STATE HIGHWAYS.

No amendment of this division with respect to a state highway and no resolution establishing any regulation with respect to a state highway shall take effect until such amendment or resolution is approved by the State Department of Public Works. The Road Commissioner shall not erect any signs or place any markings upon a state high unless the regulation imposed by such signs or markings has been approved by the State Department of Public Works. Within six months after receipt of written notice that the State Department of Public Works has withdrawn its approval of any regulation affecting a state highway, the Road Commissioner shall remove from such state highway any signs or markings giving notice of such regulation.

SEC. 72.241. MOLESTING OF TRAFFIC COUNTING DEVICES PROHIBITED.

It shall be unlawful for any person, except persons authorized by the Road Commissioner, to move, molest, tamper with or damage any traffic counting device located within County highway.

SEC. 72.242. LIVESTOCK PROHIBITED.

It is unlawful for any person to drive or ride or permit to be driven or ridden any livestock upon or along any public highway for a period of 90 days subsequent to the oiling of such highway by the County provided that conspicuous signs shall have been erected prohibiting the driving of livestock thereon during such period and provided that there exist practical and

feasible means to move such livestock without driving or riding the same upon the oiled portion of the highway. Nothing in this section shall prohibit the straying of livestock in open range territory as defined in Sections 465.5 and 565.6 of the Vehicle Code and posted as provided therein.

SEC. 72.244. LOITERING AND FISHING ON BRIDGES PROHIBITED.

It shall be unlawful for any person to loiter upon, stand or sit on or fish from any public highway bridge spanning any stream or body of water within the unincorporated territory of the County.

SEC. 72.245. MOTORCYCLES PROHIBITED ON TRAILS.

It is unlawful for any person to operate any motorcycle or power cycle on any riders' and hikers' trail within the County of

San Diego.

SEC. 72.246. TRESPASS ON AIRPORT RUNWAYS PROHIBITED.

"Airport runway" means any airport taxiway or runway, and includes all public or private airplane landing strips or air strips designed and constructed for the landing or taking off of aircraft. It is unlawful for any person to drive a motor vehicle upon any airport runway, whether or not occupied or attended, without first having obtained written permission from the owner thereof or the person lawfully entitled to the possession thereof, and it is unlawful for any person to go upon any airport runway owned, controlled or maintained by the County of San Diego, either on foot, or horseback or on a vehicle of any kind other than an aircraft, without permission to do so from the manager.

Nothing contained in this section shall be deemed to prohibit any otherwise lawful entry on an airport runway for the purpose of repairing or maintaining such runway, for the purpose of furnishing service or aid to an aircraft or to the crew or passengers thereof, to perform any duty required by law, or to board or debark an aircraft.

SEC. 72.247. FLASHING LIGHTS.

No person not authorized by the Board of Supervisors shall erect or maintain any device which directs a beam of light in a flashing sequence toward any highway, nor shall any person erect or maintain any electric advertising sign or similar device that interferes with the visibility of any official traffic control device or warning signal.

SEC. 72.248. REMOVAL OF FLASHING LIGHTS.

The Road Commissioner shall be and is hereby authorized to remove or cause to be removed every unofficial sign, signal or device placed, maintained or displayed upon any County highway contrary to the provisions of Section 473 of the Vehicle Code and this division.
