Article 17 — TRAFFIC ADVISORY COMMITTEE

SEC. 72.220. ESTABLISHMENT OF TRAFFIC ADVISORY COMMITTEE.¶
There is hereby established in the County a Traffic Advisory Committee, hereinafter in this article referred to as the Committee.

SEC. 72.221. MEMBERSHIP.¶
The Committee shall consist of the following organizations:
(a) San Diego County Fire Authority
(b) California Department of Transportation, District 11
(c) California Highway Patrol - San Diego Area
(d) California Highway Patrol - Oceanside Area
(e) California Highway Patrol - El Cajon Area
(f) San Diego County Office of Education
(g) San Diego County Pacific Safety Council
(h) San Diego County Sheriff's Department
(i) San Diego County Department of Public Works
(j) Independent Insurance Agents & Brokers of San Diego
(k) San Diego County Bicycle Coalition
(l) Member-at-Large residing in District 1, and nominated by the Supervisor of District 1. Nominee should, but is not required to, have an interest in transportation planning or engineering issues.
(m) Member-at-Large residing in District 2, and nominated by the Supervisor of District 2. Nominee should, but is not required to, have an interest in transportation planning or engineering issues.
(n) Member-at-Large residing in District 3, and nominated by the Supervisor of District 3. Nominee should, but is not required to, have an interest in transportation planning or engineering issues.
(o) Member-at-Large residing in District 4, and nominated by the Supervisor of District 4. Nominee should, but is not required to, have an interest in transportation planning or engineering issues.
(p) Member-at-Large residing in District 5, and nominated by the Supervisor of District 5. Nominee should, but is not required to, have an interest in transportation planning or engineering issues.
The organizations listed in subsections (a) through (k) above shall each nominate one representative to serve on the Traffic Advisory Committee, except that the Department of Public Works shall nominate two representatives. The Traffic Advisory Committee Secretary shall inform the Board of Supervisors of the name of the representative of each member organization, members-at-large and any alternate that said organization may nominate to attend Committee meetings. Representatives to the Committee shall serve without compensation.
Member-At-Large Nominees under this Section 72.221 shall be nominated by the supervisor of their respective District and shall become members of the Traffic Advisory Committee upon appointment by the Board of Supervisors.

SEC. 72.222. REQUESTS FOR TRAFFIC REGULATIONS TO BE SUBMITTED TO TRAFFIC COMMITTEE.¶
Any officer, Commission or Board of the County of San Diego that receives a request or recommendation that a traffic regulation or traffic control device be established in unincorporated territory of the County shall forthwith submit such request or recommendation to the Committee.
SEC. 72.223. FUNCTION OF TRAFFIC COMMITTEE.¶
Upon the receipt of a request or recommendation for a traffic regulation in the unincorporated territory of the County, the Committee shall proceed to make such investigation as it deems necessary, which may include engineering studies and studies of traffic conditions. Upon completing such investigation and within 60 days after receipt of the recommendation or request, the Committee shall make its report and recommendation to the Road Commissioner and to the Board. The Board may grant extensions of this time limit.
SEC. 72.224. BOARD NEED NOT OBTAIN COMMITTEE RECOMMENDATION AND IS NOT BOUND BY…¶
The Board may proceed to adopt any amendment to this code or any resolution pursuant thereto without first receiving the recommendation or report of the Committee, and said Board shall not be bound by any recommendation or report of said Committee.
