§ 7.08.010. Established—Membership.

A. There is established an advisory complete streets committee, to serve without compensation.

B. The committee shall consist of seven public members, five of whom shall be residents of the city. Two members may be a representative from a major employer located in the city, and such number of other city officers and representatives of unofficial bodies as may be determined and appointed by the mayor with the approval of the city council.

C. The members of the committee shall serve a four-year term.

§ 7.08.020. Voting privilege—Quorum.

Four members shall constitute a quorum for the transaction of business.

§ 7.08.030. Officers—Meetings.

A. The committee shall elect a chairperson and a vice-chairperson to serve in the absence of the chairperson for a one-year term.

B. The committee shall meet regularly at least once per month at such time and place as shall be determined by resolution of the city council. All meetings shall be governed by the Ralph M. Brown Act.

C. The public works director or designee shall serve as the secretary for the committee.

§ 7.08.040. Duties.

The complete streets committee shall have the following duties:

A. Review bicycle and pedestrian plans, safe routes to school plans, street master plans, and make recommendations to the city council on the plan's consistency with the city's complete streets policy (General Plan Policy T-A).

B. Review transportation-related portions of new or amended specific plans and make recommendations to the planning commission on the plan's consistency with the city's complete streets policy (General Plan Policy T-A).

C. Provide input to staff for the planning phases of major capital improvement projects (CIPs) related to streets, sidewalks, bike lanes, pathways, and transportation infrastructure.

D. Serve as a conduit for community input on transportation issues and engage the public in discussions and decision-making around pedestrian, bicycle, and traffic matters.

E. Support applications for active transportation grants from regional, state, and federal grant entities.

F. Any such other duties prescribed by the city council.

G. Provide an annual report to the city council on committee actions and discussions.

§ 7.08.050. Council action.

The city council may approve, modify, or deny any recommendation of the committee, or refer a matter to the committee for further study.
