§ 7.04.010. Vehicle Code definitions applicable when.¶
Whenever any words or phrases used in this chapter are not defined, but are defined in the Vehicle Code and amendments thereto, such definitions shall apply.

§ 7.04.020. Terms defined.¶
As used in this title, the following words, phrases, or terms shall have the meanings set forth in this section.
"Central traffic district"
means all streets and portions of streets within the area described as follows: All that area bounded by San Bruno Avenue east from El Camino Real to Huntington Avenue, south on Huntington Avenue to Angus Avenue, west on Angus Avenue to Mastick Avenue, south on Mastick to Taylor Avenue, west on Taylor to El Camino Real, north on El Camino Real to San Bruno Avenue.
"Curb"
means the lateral boundary of the roadway whether such curb be marked by curbing construction, or not so marked; the word "curb" as used in this title shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.
"Holiday"
means any observed federal, state, or city holiday.
"Limited access roadway"
means a roadway in respect to which the owners of abutting lands have only limited or restricted right or easement of access.
"Loading zone"
means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
"Median divider"
means a raised island or marked area in a roadway separating opposing or conflicting streams of traffic.
"Passenger loading zone"
means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.
"Pedestrian"
means any person afoot.
"Police officer"
means every officer of the police department of the city, or every person authorized by the chief of police to direct or regulate traffic or to make arrests or issue citations for violations of traffic regulations.
"Public member"
means a person who, except for membership on the traffic safety and parking committee, is not an officer or employee of the city.
"Vehicle Code"
means the Vehicle Code of the State of California.

§ 7.04.030. Official time standard.¶
Whenever certain hours are named in this title, they shall mean standard time or daylight savings time as they may be in current use in the city.
