Sec. 16-49. - Definitions.

For the purposes of this article the following words and phrases shall have the meanings respectively ascribed to them by this section:

Laundry: Any place where any article of clothing, napery, blankets, bed clothing, or fabrics of any kind whatsoever are laundered or washed for hire, or where there is conducted the business of supplying to the public the use of any of said articles and of replacing the same with similar articles when those supplied are soiled or used, and including any hand laundry.

Self-service laundry: Any place where two or more automatic laundry machines are installed and used by the patrons themselves, and for whose individual use and operation a fee is charged.

Sec. 16-50. - Permit required.

Sec. 16-51. - Maintenance of premises.

All floors, walls and ceilings shall be maintained in good repair and kept clean and in sanitary condition at all times, including windows. Adequate light and ventilation shall be provided for all rooms by means of windows or skylights with an area of not less than one-eighth of the total floor area, or by means of artificial light and a mechanically operated ventilating system sufficient to provide a minimum of ten air changes per hour.

Buildings and exterior premises shall be maintained in a clean and sanitary condition, free of trash, garbage or debris, and an adequate number of receptacles shall be provided for the storage of such items. All premises shall be maintained free of rodents and vermin.

Sec. 16-52. - Equipment.

All equipment including washing machines and drying machines shall be properly maintained so as to eliminate hazards and shall be maintained in a sanitary condition.

Water used in self-service laundry machines shall be at a delivered temperature of at least one hundred forty degrees Fahrenheit.

Sec. 16-53. - Prohibited uses.

(a) No public laundry or self-service laundry shall be operated, established or maintained in any room or rooms that shall be occupied or used as a restaurant, grocery, or market, or sleeping quarters.

(b) No public laundry or self-service laundry shall be permitted to maintain any device for receiving soiled clothing for the purpose of being laundered, or to conduct any office or place for the collection of soiled clothing for laundering, within any building, room, apartment, dwelling, basement or cellar where foodstuffs are sold, offered for sale, prepared, produced, manufactured, packed, stored, or otherwise disposed of.

(c) All employees of laundry establishments operating in the city or distributing laundry in the city, which employees come in contact with laundry or laundry containers, must exercise scrupulous cleanliness and be free from all communicable disease, and must not be in a condition to disseminate the germs of any communicable disease. The health officer shall have the authority to compel any such person to submit himself to such bacteriological and physical examination as may satisfy the health officer of the absence or presence of such communicable diseases.

(d) No person or persons owning a laundry or employed in a laundry shall spray the clothing of any person or persons with water or any fluid emitted from the mouth of such owner or employee.

Sec. 16-54. - Exceptions.

Laundry facilities in apartment houses, hotels and mobile home parks, where such facilities are used by residents or tenants only, are exempt from these regulations.
